As the world’s media shift their attention to the consequences of the WikiLeaks revelations for its founder Julian Assange, as well as the reactions of American officials, the leaked diplomatic cables keep coming in, almost on an hourly basis. Some of the least noticed revelations include a 2009 dispatch from a US diplomat in Tel Aviv, which appears to confirm the close secret relations between Israel and the United Arab Emirates, despite the fact that these two countries have no official diplomatic connections. Another diplomatic cable reveals that Iranian intelligence officials approached their Canadian counterparts in 2008 and offered to share with them “information on potential attacks in Afghanistan”. Perhaps not surprisingly, the Canadians reacted guardedly, with Canadian Security Intelligence Service Director Jim Judd stating that his agency had “not figured out what they [the Iranians] are up to”. Colombians blast Panama for sheltering ex-spy director

Public prosecutors in Colombia have strongly criticized the Panamanian government for granting political asylum to one of Colombia’s former spy directors, who is facing charges of spying on opposition figures. María del Pilar Hurtado directed the highly disreputable Administrative Department for Security (DAS) from 2007 to 2008. But on October 31, she apparently left Colombia unobstructed, despite being among the chief subjects of a high-level investigation into political spying by DAS. Hours later, she surfaced in Panama, where she formally requested political asylum. The latter was granted on November 19, causing the amazement of public prosecutors in Bogota, who have accused the Panamanian government of subverting (what little is left of) Colombian justice. Hurtado is among 18 senior officials in the administration of Alvaro Uribe, a close ally of the United States and hardline proponent of Washington’s ‘war on drugs’. Critics of DAS accuse him of authorizing a massive program of political surveillance, which targeted the former Presidents, Supreme Court judges, prominent journalists, union leaders, human rights campaigners, and even European politicians. Poland to extradite Israeli spy to Germany on lesser charges

A judge in Poland has ruled in favor of the extradition to Germany of an Israeli alleged spy, wanted by Interpol in connection with the assassination of a Hamas official last January. The court ruling stipulates that Israeli citizen Uri Brodsky, who was arrested upon arriving in Poland on June 4, is to be extradited to Germany, where he will face charges of forgery. Authorities in Berlin accuse Brodsky of having helped an assassination team working for Israeli intelligence agency Mossad to acquire a forged German passport, used by an assassination team member to travel in and out of Dubai, United Arab Emirates. While there, the Israeli assassins are thought to have killed Mahmoud al-Mabhouh, a weapons procurer for Palestinian group Hamas, who was in Dubai on a business trip. Shortly after Brodsky’s arrest in Warsaw, Poland and Berlin came under intense pressure from Israel to ignore the Interpol arrest warrant for the alleged Israeli spy, drop all charges, and allow him to flee to Israel. Speaking before a parliamentary committee about last month’s Israeli raid on the Gaza Freedom Flotilla, which killed nine and injured over 60 international volunteers, a senior Israeli intelligence official warned  that “[e]vents [like this] are likely to go out of control and the situation could deteriorate to extreme scenarios”. The official was no other than Meir Dagan, director of the Mossad, Israel’s foremost external intelligence agency. As I explain in an article published yesterday in Daily News Corner, to some extent, Dagan’s “extreme scenario” has already materialized. The raid’s outrageous death toll has further-worsened Israel’s deteriorating relations with Australia and has caused the outright termination of the Jewish state’s diplomatic contacts with several non-Western countries that used to be among its closest international friends, such as Turkey, South Africa, Ecuador and Nicaragua. More importantly, the flotilla attack has even stigmatized Israel’s relations with the United States, a development that fits into the broader pattern of steadily worsening US-Israeli relations in recent years. It is no coincidence that, on the day after the raid, Mossad chief Dagan said that “Israel is gradually turning from an asset to the United States to a burden”. Read article →

  • Flotilla raid dead include US citizen. One of the nine people killed in an Israeli commando raid on a flotilla of ships heading for Gaza this week was a United States citizen of Turkish descent, according to officials in Turkey and Washington. Still no response from the White House or the US State Department.
  • South Africa, Ecuador, Nicaragua recall envoys from Israel. Ecuador President Rafael Correa says he has recalled the country’s ambassador to Israel following the deadly Israeli Navy raid on a Gaza-bound flotilla. The Ecuadorian Foreign Ministry said the ambassador would leave Tel Aviv immediately. Meanwhile, Nicaragua has suspended all of its diplomatic ties with Israel. South Africa has also recalled its ambassador to Israel. A South African Foreign Ministry spokesman said the move marks “a low point in relations” between the two countries.

  • Palestinian Authority to send delegation to Gaza. The Fatah-controlled Palestinian National Authority will send a delegation to Gaza “in the next few days” to try to reconcile with Hamas, in the aftermath of Israel’s assault on a flotilla of ships trying to break the Gaza blockade.
  • Egypt lifts its side of Gaza blockade for aid. The Egyptian government is temporarily lifting its blockade of the Gaza Strip to allow aid into the area, a day after Israel raided an international flotilla carrying supplies to the Palestinian territory and killed nine activists. The key word is “temporarily”.
  • Palestinian Authority to continue talks with Israel. The Palestinian National Authority leadership in the West Bank refrained Monday from suspending the upcoming proximity talks with Israel, despite the uproar over the Israel Navy raid on the Gaza aid flotilla Monday, in which nine pro-Palestinian activists were killed.

  • Israel abducts nine American citizens on Gaza flotilla. As many as nine Americans may have been aboard the Gaza relief flotilla attacked in international waters by the Israeli Navy, and are now being held by Israeli authorities, a US State Department official has said. It is said that among them is former US Ambassador Edward Peck. The White House has so far refrained from issuing a statement on the abducted US citizens.
  • US blocks Security Council criticism of Israeli raid. Israel faced heavy criticism in an emergency session of the United Nations Security Council on Monday, in response to its deadly attack on the aid flotilla trying to breach the Gaza blockade, but attempts to issue a formal statement stalled after the United States rejected the strong condemnation.
  • Australian citizen shot in Israeli raid. Bilateral relations between Israel and Australia, which are already at a low point, are set to worsen after an Australian citizen was shot during the deadly attack by the Israeli Defense Forces on the Gaza relief flotilla on Monday. Australia recently expelled

the Israeli Mossad representative in Canberra, after confirming that the Israeli spy agency had illegally forged at least four Australian passports.

IntelNews hears there is some speculation in diplomatic circles that the government of Turkey may try to involve the North Atlantic Treaty Organization (NATO) in its dispute with Israel, which began after Israeli commandos killed several Turkish citizens in international waters yesterday. Up to 19 civilians are thought to have been killed during an early dawn raid by Israeli Defense Forces commandos on a flotilla of ships carrying humanitarian aid to Gaza in defiance of the four-year-old Israeli blockade. The fact that the deadly raid took place in international waters prompted Ankara to call for an emergency meeting of NATO’s 28 member states. A NATO spokesperson confirmed that ambassadors from all 28 member states, Turkey included, will be attending an emergency meeting today in Brussels, Belgium. Read more of this post

Documents reveal Bill Clinton’s secret contact with Iran

Two newly declassified high-level documents reveal a short-lived overture between Washington and Tehran, initiated in 1999 by the Bill Clinton administration. The US President resorted to the secret communication with Iran in an attempt to preempt several hawkish policy planners in his administration. The latter pressed for strong American military retaliation against Iran, in response to the latter’s alleged involvement in the 1996 Khobar Towers bombing. The bombing, which targeted a US Air Force base in the suburbs of Dhahran, Saudi Arabia, killed 19 and wounded 400 American servicemen and women. By 1999, US intelligence agencies were convinced that the bombing had been financed and orchestrated by members of the Iranian Revolutionary Guards Corps (IRGC), an independent administrative and paramilitary institution tasked with –among other things– exporting the Iranian Revolution abroad. But the Clinton Administration decided to contact the then newly elected reformist Iranian President Mohammad Khatami, and sternly inform him of the evidence against the IRGC. Read more of this post

Ireland seeks Israeli spy who assembled forged passport data

As the number of suspects involved in the assassination of Hamas official Mahmoud al-Mabhouh rose to 26 yesterday, Irish government sources said they suspect an Israeli agent in Dublin of orchestrating the acquisition of several Irish passports used in the assassination. Six of the 26 identified members of the Israeli hit squad who killed al-Mabhouh in Dubai last January used forged Irish travel documents to enter the United Arab Emirates from a variety of international locations. There are rumors in Dublin that at least three more forged Irish passports, which were utilized in the assassination operation, will soon be added to the growing list. According to Ireland’s Independent newspaper, the unnamed Dublin-based Israeli spy collected and collated most of the misleading information that was used to apply for the passports, under the names of real, living Irish citizens, all of whom have now been traced by Irish authorities. Much has been made of an episode in the recent Munich Security Conference, in which Israel’s deputy foreign minister shook hands with Saudi Arabia’s former intelligence director. As is often the case in international conferences involving high-level participants from Israel and Muslim states, organizers at the Munich Security Conference went out of their way to ensure that Egyptian, Saudi, and –lately– Turkish government representatives were not to meet in the same seminars with Israeli officials. Participants were surprised, however, to see Saudi Arabia’s former intelligence chief, Prince Turki bin Faisal al-Saud, present in a seminar that featured a panel contribution by Israeli deputy Foreign Minister Danny Ayalon. During the remarks session, Ayalon expressed dissatisfaction with the Muslim participants’ insistence to stay clear of the Israeli delegation, to which Turki al-Faisal responded with reference to Israel’s recent diplomatic spat with the Turkish government. Canada’s ambassador in Iran was ‘CIA asset’ in 1970s

Canada’s former ambassador to Iran has admitted that he and the embassy’s head of security secretly worked for the CIA in the late 1970s. Ambassador Ken Taylor and Canadian fellow-diplomat Jim Edward became the CIA’s “most valuable asset[s]” in Iran, following the November 4, 1979, seizure of the US embassy in Tehran by student groups allied to the Islamic Revolution. The revelation was made public last weekend in a new book entitled Our Man in Tehran, by Trent University historian Robert Wright,  which examines intelligence aspects of the Iranian Revolution. In it, Dr. Wright says that ambassador Taylor became “the de facto CIA station chief” in the Iranian capital, after he and Edward accepted an American request to do so, which was communicated personally to Canadian Prime Minister Joe Clark by US President Jimmy Carter. Until he left the country, on January 27, 1980, Taylor and Edward provided the US with “aggressive intelligence” and an operations base for CIA agents, authorized the CIA’s use of false Canadian travel documents, and helped the Agency plan an “armed incursion” into Iran.   • Up to 30,000 Chinese spies in Germany, say newspapers. According to German media, Germany’s Federal Office for the Protection of the Constitution says that up to “thirty thousand Chinese residents residing in Germany are spies”, and that “60 percent of industrial spies residing in Germany are Chinese”.
  • Israeli agencies see Turkey moving toward radicalization. Israel’s chief intelligence official, General Amos Yadlin, has told the Knesset’s Foreign Affairs and Defense Committee that Turkey’s recent diplomatic moves are indicative of its shift toward radical Islam.

  • Descendant of Richard Sorge’s accomplice receives Soviet-era award. The 81-year-old niece of Yotoku Miyagi, a Japanese accomplice of famous German-born Comintern spy Richard Sorge, has been awarded the Soviet Order of the Patriotic War medal in a ceremony at the Russian embassy in Tokyo, Japan. The medal was originally granted in 1965, but Miyagi was unable to collect it, as he had been executed, along with Sorge, by the Japanese in 1944.
  • Analysis: Alleged US spy’s arrest in Cuba affects bilateral relations. Cuban officials say that a US citizen working for Maryland-based aid group Development Alternatives Inc., who was arrested in Havana last month, was actually recruiting local Cubans to spy on the government. This development means that initial hopes for better US-Cuban relations after Barack Obama’s election success may be fading.
  • CIA, DoD drone attacks in Afghanistan intensify under McChrystal. Under the command of US and NATO forces by US Army general Stanley McChrystal, unmanned drone strikes in Afghanistan have been steadily increasing. A good question to ask is who is in charge of similar strikes in Pakistan, which are also on the increase.

Did Hamas penetrate US Consulate in Jerusalem?

I was first alerted to this story by staff at the The Jerusalem Post on January 9, but I thought I would wait for follow-up stories in the US media before reporting it on this website. Strangely, none have appeared. The report reveals that, in 2006, a Palestinian working for the US Consulate in Jerusalem was fired because his late father had strong links with Hamas. But now the former employee, Azam Qiq, is suing the Consulate, claiming he was fired unlawfully without receiving severance pay. From 2003 to 2006, Qiq was an award-winning mechanic, whose job was to oversee the Consulate’s diplomatic car fleet. But in February of 2006, when Qiq’s father, Hassan Qiq, died, US Consulate workers noticed that several Hamas officials were in attendance at his funeral, which was apparently “lined with Hamas flags”. In the funeral service brochure, the deceased was described as a founding member of Hamas. Read more of this post

Files reveal previously unknown UK-Soviet diplomatic scuffle

A previously unknown fracas between two British diplomatic officials, their wives, and a team of Soviet intelligence agents, has been revealed in declassified British government reports. The documents, which were released last weekend, show that two employees of the British embassy in Moscow were detained, along with their wives, allegedly for photographing a Soviet military installation. The British diplomats were Lieutenant-Commanders Ian Clapham and Aubone Pyke, who was the embassy’s assistant military attaché. Escorted by their wives, the two officials were allegedly taking a tour of Leningrad (now St. Petersburg), in February of 1979, when a group of “about 25” Soviet intelligence agents rapidly approached them. The agents proceeded to confiscate a cameral belonging to Pyke, after rapidly pulling down his trousers, an old trick aimed to prevent a suspect from running away. Read more of this post

Siberian scientific centers in Novosibirsk, and especially in its suburb of Akademgorodok, nicknamed “science city” by the Russians, are noted for their research in the fields of oil and gas geology, nanotechnology, creation of new materials, and biochemistry, among other subjects.   • Obama proposes liaison exchange with North Korea. US President Barack Obama has proposed setting up a liaison office in North Korea –something like a US Interests Section– in a letter to leader Kim Jong Il. Such a move would help augment the US’ meager intelligence gathering in North Korea.
  • Estonian phone, web data tapped by Swedish intelligence? The Estonian Security Police (KaPo) has cautioned Estonian telecommunications users to avoid discussing “sensitive subjects” by phone and on the Internet, after an Estonian newspaper revealed that large chunks of Estonia’s telecommunications traffic pass through Sweden before reaching the outside world.

A veteran British envoy on diplomacy, sex and espionage

British newspaper The Daily Mail has published a well-written and entertaining essay by a longtime UK government envoy, explaining the close links between diplomacy, sex and espionage. Sir Christopher Meyer, a career diplomat with the UK’s Foreign and Commonwealth Office, served in several countries during his career, including the Soviet Union and Spain, as well as in Germany and the United States, where he was ambassador from 1997 to 2003. He argues in his article that “sex and diplomacy have long been bedfellows”, and recounts some of his personal experiences in the former USSR, where he began his 35-year diplomatic career in 1968, as “an innocent, unmarried 24-year- old”. He arrived in Moscow along with Sir Duncan Wilson, Britain’s ambassador to the Soviet Union from 1968 to 1971. Sir Christopher is bold enough to recount that Sir Duncan’s predecessor, Sir Geoffrey Harrison (ambassador from 1965 to 1968), “had to leave [Moscow] in a hurry, having fallen for the charms of his Russian maid –trained and targeted, of course, by the KGB”. Documents allegedly describe joint US-Colombian spy operations

A day after announcing the arrest of a number of Colombian intelligence agents on Venezuelan soil, Venezuelan officials presented what they described as “irrefutable evidence” of joint US-Colombian spy operations. Speaking to reporters on Thursday, Venezuela’s interior minister Tarek El Aissami, said documents acquired in connection with the capture of the Colombian intelligence agents, show that their actions were part of “an ambitious CIA-funded operation”. Venezuelan security forces detained the two Colombians, Angel Jacinto Guanare and Eduardo Gonzalez Muñoz, along with an alleged Venezuelan accomplice, Melvin Argenis Gutierrez, on October 2, 2009, in the city of Maracay, 50 miles west of Venezuelan capital Caracas. El Aissami suggested that documents relating to the activities of the three men reveal that they were part of Operation FALCON, a joint project by the CIA and Colombian intelligence agency DAS, which aimed “to collect information about the Bolivarian National Armed Forces” and recruit informants from anti-government circles. Clinton’s mysterious comment raises eyebrows in New Zealand

A comment by US secretary of state Hillary Clinton following a meeting with a senior New Zealand government official has raised questions by intelligence observers in the pacific nation. Speaking last Friday after an official meeting in Washington with her New Zealand counterpart, minister of foreign affairs Murray McCully, Clinton said the US “very much” values its diplomatic partnership with New Zealand. She then proceeded to say “[w]e are resuming our intelligence-sharing cooperation, which we think is very significant”. This latter comment struck many intelligence observers in Wellington as odd, and for a good reason: nobody was under the impression that the US-NZ intelligence cooperation had been disrupted. The mystery deepened when New Zealand prime minister John Key refused to explain Hillary Clinton’s remark when asked, saying simply “I just don’t comment on issues of national security”.
