Emirates to go after former French spy. Malika Karoum, the former Dutch intelligence agent, is not the only ex-spy to have fallen out with Dubai’s oil-rich elite. The city’s police force says it will issue an arrest warrant for Herve Jaubert, a former French spy convicted in absentia of embezzling $3.8million, after he fled the country in a rubber dingy. He now lives in the US.
