US, Mexican authorities deny claims CIA is assassinating cartel members in Mexico

Sinaloa cartelAUTHORITIES IN MEXICO AND the United States have rejected as “fictions” reports in American and Mexican media that Central Intelligence Agency (CIA) personnel are directly involved in assassination operations against the cartels. Notably The New York Times and CNN reported last week that the CIA participated in the killing of mid-level Sinaloa cartel member Francisco “El Playin” Beltran and his driver. The two men were killed by a car bomb on March 28 in a suburb of Mexico City.

According to the reports, Beltran’s killing was part of a rapidly expanding CIA campaign in Mexico, which aims to eliminate selected mid-tier members of the cartels. Some of the operations allegedly involve the participation of the CIA’s so-called “Ground Branch”, which is the paramilitary and covert action wing of the CIA’s Special Activities Center (SAC). Some Ground Branch members have directly participated in assassination operations in Mexico, either in collaboration with the Mexican authorities or as teams operating independently, according to the reports.

But Mexican President Claudia Sheinbaum issued an outright denial of the claims last Wednesday during her weekly media conference in Mexico City, describing them as “fictions the size of the universe”. Sheinbaum’s claims came a day after Omar Harfuch, Mexico’s Secretary of Security and Citizen Protection, dismissed the reports as “false and salacious reporting”, adding that they serve as “nothing more than a [public relations] campaign for the cartels and [put] American lives at risk”.

American officials insist that the role of American military and intelligence agencies in anti-cartel operations in Mexico is limited to training and intelligence-sharing, and stress that American government personnel have no direct involvement in these activities. However, there is intense speculation about the death of two American embassy officials in a car crash in April, following their alleged participation in a counter-cartel operation in the Mexican state of Chihuahua. According to The New York Times, the two embassy officials were CIA officers.

Secret CIA training program helping Ukrainians fight Russian troops, sources say

Kyiv Molotovs UkraineA SECRET TRAINING PROGRAM run by the United States Central Intelligence Agency (CIA), which began shortly after Russia invaded eastern Ukraine in 2014, is now helping the Ukrainians beat back Russian military advances. According to Yahoo News, which revealed the existence of the CIA program earlier this week, the CIA began training Ukrainian special operations forces personnel in eastern Ukraine, starting in 2015. That was only months after the Kremlin sparked a separatist war in eastern Ukraine and the Crimea, eventually pulling them away from the control of Kyiv.

Yahoo news reports that the CIA carried out the training with the help of personnel from the Special Activities Center (SAC, called Special Activities Division in 2015, when the secret program began). The SAC operates under the Agency’s Directorate of Operations. Within the SAC, paramilitary operations and training are carried out by the Special Operations Group (SOG). A small team from SOG, “in the low single digits”, arrived in eastern Ukraine and began training Ukrainian forces in a variety of military and paramilitary techniques.

The news website claims that the Ukrainians were taught by the CIA how to engage in anti-tank warfare, which included the use of American-supplied FGM-148 Javelin anti-tank missiles. They were also taught sniping techniques, as well as how to operate in insurgency formations without being detected by Russian electronic surveillance tools. The CIA program took place alongside a more extensive, US-based training program for Ukrainian special operations forces, which was run by the United States military. That program also began in 2015, according to Yahoo News.

The training program continued for a number of years, according to Yahoo News. In fact, members of SAC/SOG were on the ground in Ukraine in early February, just days before the Russian invasion began. At that time, the administration of US President Joe Biden, expecting a Russian invasion, ordered that all CIA personnel should leave Ukraine, fearing that they could get captured by Russian forces. Yahoo News’ Zach Dorfman said he spoke to “over half a dozen former officials”, who claimed to have recognized CIA-style training in the tactics being employed on the ground by the Ukrainians.

A CIA paramilitary officer was killed in Somalia, reports claim

CIA memorial wallA PARAMILITARY OPERATIONS OFFICER serving in the United States Central Intelligence Agency (CIA) has reportedly been killed in Somalia. This is a rare occurrence for the clandestine agency, which has lost about 140 officers in its 73-year history. The New York Times, which first reported the news on Wednesday, said the officer had joined the CIA after serving in the US Naval Special Warfare Development Group, which is commonly known as SEAL Team Six. Upon joining the CIA, the late officer served in the Special Activities Center (formerly Special Activities Division), which is the Agency’s paramilitary section.

The identity of the officer has not been released, and it is unlikely that it will become known in the future. It is believed that the officer’s family has been notified. Citing “current and former US officials”, The Times said it was not known whether the officer had been killed while participating in a counterterrorism raid, or whether he had been targeted by al-Shabaab, the al-Qaeda affiliate that is active in the Horn of Africa. Neither al-Qaeda nor al-Shabaab, have said anything about the alleged incident.

The US has been participating in a low-intensity war against Islamist militants in the region for over a decade. There are currently over 700 American military personnel in Somalia, most of whom provide training for the Somalian Armed Forces. But the CIA, as well as US Special Operations Forces personnel, are also known to carry out raids throughout the country. Additionally, the CIA, in association with the Department of Defense and the Office of the Director of National Intelligence, has carried out dozens of drone strikes in Somalia in recent years.

In September of this year, Yahoo News reported that the CIA had lost four paramilitary operations officers in 2008. The four men allegedly died during a secret maritime operation off the coast of the Philippines, and their bodies were never recovered. According to the report, the four men were members of the CIA’s Maritime Branch, one of the three branches of the Special Operations Group, which works under the Special Activities Center. The agency never spoke publicly about the officers’ deaths, but allegedly notified their families, who were also invited to Langley for a private ceremony attended by the CIA’s leadership.
