‘Sensitive files’ stolen as Saudi motorcade is ambushed in Paris

A 12-vehicle entourage transporting a Saudi royal to a Paris airport was ambushed on Monday in cinematic fashion by heavily armed men, who stole a suitcase full of cash and diplomatic files described as “sensitive”. French police are trying to determine whether the ambush, which occurred on Monday evening just north of downtown Paris, was aimed at the money or the documents, which French newspaper Le Parisien described as “sensitive”. According to French police, the Saudi motorcade was heading from the renowned Four Seasons George V hotel on the Champs Elysées to Le Bourget airport, 15 miles north of Paris, which handles private jets. But as the convoy drove through Porte de la Chapelle, two BMWs without license tags suddenly made their way to the top of the motorcade and forced it to stop. Within seconds, eight heavily armed men brandishing handguns and AK-47s stormed out of the two cars and hijacked a Mercedes minivan that was part of the motorcade. Several of them boarded the vehicle and drove away, taking with them its three occupants, a driver, a bodyguard and another official. Later on, the three hostages were abandoned by the side of the road. The minivan, as well as one of the two BMWs used by the armed assailants, were later found burnt out in the village of Saint-Mesmes, northeast of the French capital. But the thieves took with them a suitcase containing €250,000 ($330,000) in cash, as well as what the French press said were “important diplomatic documents”. One French police detective told journalists that the operation was “clearly an ambush by a commando group that was well-informed” about the movements of their target and “quite expert […] and aware of what they would find by attacking this one vehicle [the Mercedes minivan] and not the others”. Another police detective said the nature of the incident would change drastically into “something more complicated” if it were determined that the gunmen were going after the documents, and not the cash in the minivan. Police sources have not revealed the identity of the Saudi royal involved in the incident. German intelligence spied on American, Turkish officials

German intelligence agencies have spied on two successive American secretaries of state and are actively engaged in espionage in Turkey, even though both countries are allied members of the North Atlantic Treaty Organization. German newspaper Süddeutsche Zeitung reported last week that German spies intercepted at least one telephone call made by American politician Hillary Clinton, while she was serving as secretary of state. The Munich-based newspaper said the intercepted telephone call was made over an unencrypted line while Clinton was travelling on an airplane belonging to the United States government. On Sunday, German newsmagazine Der Spiegel added that the interception of Clinton’s telephone call occurred in 2012, when the American secretary of state telephoned the former Secretary General of the United Nations Kofi Annan to discuss his mediation efforts over the Syrian civil war. Der Spiegel said that Clinton had not been a direct target of a German intelligence operation and that her telephone conversation with Anan had been intercepted “by accident”, after it “quasi-randomly entered the listening network” of the BND, Germany’s federal intelligence agency. Spiegel added that the BND officers who conducted the interception passed the recording on to their superiors. The newsmagazine said that Clinton’s successor, John Kerry, also had a telephone conversation intercepted by the BND in 2013, again by accident. This time, however, the German intelligence officers immediately deleted the intercepted conversation, according to Spiegel. The article goes on to add that German intelligence circles insist the wiretapped conversations of the two US secretaries of state were accidentally recorded within the context of other intelligence-collection operations, and that the American politicians were not in and of themselves targets of the BND. The Spiegel article goes on to state, however, that the BND has been actively conducting espionage operations in NATO member-state Turkey since at least 2009. Read more of this post

Germany wants foreign embassies to declare their spy employees

German authorities have asked that foreign embassies and consulates on German soil officially disclose the names of their personnel involved in intelligence work. German newsmagazine Der Spiegel said that the German Foreign Office has been systematically contacting consular authorities from every foreign nation located in Germany. In each case, the foreign consular representatives have been issued formal requests to release “through official diplomatic channels” an exhaustive list of names of their intelligence operatives operating in Germany under diplomatic cover. All foreign embassies and consulates had been contacted by last Wednesday, said the report. The requests stipulate that the lists must include all personnel working out of a foreign nation’s embassy or consulate, as well cultural institutes, military installations, commercial entities, or other institutions associated with a foreign country. It is generally assumed that a significant number of employees in embassies and consulates are intelligence personnel, working under diplomatic cover; they invariably hold titles such as “military attaché”, or “political officer”, and are generally protected with diplomatic immunity. A small number of these intelligence officers voluntarily make their presence known to the corresponding intelligence agency of their host country, and are thus officially declared and accredited with the government of the host nation. They typically act as points-of-contact between the embassy and the intelligence agency of the host nation on issues of common concern requiring cross-country collaboration or coordination. But the vast majority of intelligence personnel stationed at a foreign embassy or consulate operate without the official knowledge or consent of the host country. Governments generally accept this as a tacit rule in international intelligence work, which is why Berlin’s move is seen as highly unusual. Der Spiegel described it as an effort “towards more transparency”, aimed at “increasing the pressure on foreign intelligence services to disclose their activities in Germany”. Frank-Walter Steinmeier, Germany’s Minister of Foreign Affairs, described the move as a diplomatic effort to establish trust between Berlin and its foreign partners. Read more of this post

Soviet documents ‘identify New Zealand diplomat as KGB spy’

A batch of documents from the so-called ‘Mitrokhin archive’, which were made public late last week, have reportedly identified a former New Zealand senior diplomat as a Soviet spy. William Ball Sutch was born in 1907 and received a PhD in economics from Columbia University in the United States in 1932. Shortly afterwards, he returned to his native New Zealand in the midst of the Great Depression. At around that time he traveled to the Soviet Union, but showed no outward interest in communism. He entered government service, working for several departments, including the Ministry of Supply and the Department of Industries and Commerce, where he rose to the post of secretary in 1958. Prior to that, he had represented Wellington at the United Nations headquarters in New York in the early 1950s. He retired in 1965 as head of New Zealand’s Department of Industries and Commerce, and died in 1975. A year before his death, however, Sutch was the main subject in the most sensational spy scandal in New Zealand during the Cold War. He was arrested in a counterintelligence operation in Wellington while secretly meeting Dimitri Razgovorov, an officer of the Soviet KGB. Sutch, who had been monitored by the New Zealand Security Intelligence Service (NZSIS) for quite some time prior to his arrest, was charged under the country’s Official Secrets Act. But eventually he was found not guilty after an eventful five-day trial, which took place amidst a media blitz in the Kiwi capital. Now, however, the Wellington-based Dominion Post newspaper says it has acquired copies of internal KGB documents that identify Sutch as a KGB recruit. The Australian-owned newspaper says the documents are part of the massive archive transported to the United Kingdom in 1992 by the late Vasili Mitrokhin. Mitrokhin was a Soviet archivist for the KGB, who painstakingly copied tens of thousands of pages of the spy agency’s files prior to defecting to Britain following the dissolution of the USSR. The latest batch of papers, which were made public at Cambridge University’s Churchill College, indicate that the New Zealand diplomat worked for the KGB for 24 years prior to his 1974 arrest. China stops using some Apple products, fearing US espionage

Authorities in China have removed Apple products from a government procurement list because of fears that they are susceptible to electronic espionage by the United States. Citing “government officials familiar with the matter”, Bloomberg News said on Wednesday that 10 Apple products have been removed from the list, including the iPad and iPad Mini, as well as MacBook Air and MacBook Pro products —though interestingly the inventory of removed items does not include Apple smartphone products. The procurement list is produced several times a year by China’s Ministry of Finance and the National Commission for Development and Reform. It specifies the types of products that can be purchased with public funds by all central departments of the Communist Party of China, as well as by all state and local government ministries. The surprise removal of Apple products from the list follows a report aired by Beijing’s state-owned China Central Television in July, which claimed that security weaknesses in Apple software could cause the theft of sensitive state secrets. Apple vigorously rejected the claims made in the television report. The action by the Chinese government is the latest move in a tit-for-tat cyberespionage war between Washington and Beijing, which began in 2013, when American defector Edward Snowden began leaking US intelligence secrets. In June of that year, it was revealed that the US National Security Agency (NSA) has been engaged in protracted offensive cyberespionage operations against China for nearly 15 years. Almost a year later, the US Department of Justice charged a group of Chinese military officers with stealing American trade secrets through cyberespionage. Apple is not the first American technology firm to be hit with removals of its products from the Chinese government’s procurement list. Read more of this post

Israel ‘spied on US Secretary of State’ during 2013 peace talks

Israeli intelligence eavesdropped on telephone calls made by the United States Secretary of State during high-level diplomatic negotiations in 2013, according to reports in the German media. Shortly after he took office, Secretary of State John Kerry signaled that he viewed the Israeli-Palestinian dispute as a priority issue. He promptly organized a fresh round of peace talks between the two sides, which began in Washington, DC, on July 29, 2013. The talks, which included direct negotiations between Palestinian and Israeli officials, began with some positive steps from both sides, including the release of several dozen Palestinian prisoners by Israel. But they broke down with the withdrawal of the Palestinian side on November 14, after the Israeli government authorized a new round of settlement construction in the West Bank. Now Germany’s Der Spiegel has reported that Israeli intelligence systematically targeted the communications of Mr. Kerry as he met regularly with high-ranking Palestinian and other Arab negotiators. Citing “several reliable intelligence service sources”, the German newsmagazine said not all of Kerry’s telephone calls were made on encrypted equipment during his negotiations with the two warring sides. Israeli intelligence were thus able to intercept the US State Secretary’s non-encrypted telephone conversations, which were transmitted via satellite. The Israeli side was therefore able to know in some instances the content of his confidential discussions with Palestinian officials, in advance of face-to-face negotiations with him. The news comes less than three months after American magazine Newsweek revealed that Israeli spies were engaged in aggressive efforts to steal American secrets. Last May, Newsweek‘s veteran intelligence correspondent Jeff Stein quoted Congressional staffers as saying that America’s Jewish allies had “crossed red lines” in their efforts to steal secrets from the US. One Congressional staffer told Stein that “no other country continues to cross the line on espionage like the Israelis do”. In a follow-up article, Stein quoted US intelligence officials and Congressional insiders who said Israel had been “caught carrying out aggressive espionage operations against American targets for decades”. Brennan apologizes after internal report finds CIA spied on Congress

The director of the United States Central Intelligence Agency has apologized to Congress members after an internal inquiry found that the Agency spied on Congressional staff investigating its use of torture in interrogations. The investigation, conducted by the CIA’s Office of the Inspector-General, was prompted by the very public spat back in March between the Agency and the Senate Intelligence Committee. The latter is tasked, along with its sister body in the House of Representatives, with exercising legislative oversight of the Intelligence Community. Many members of the Committee, which has just concluded a probe over the CIA’s use of enhanced interrogation against terrorism detainees, believe that, not only was the CIA’s use of torture methods illegal, but that it also failed to generate useful intelligence. The CIA, however, has denied this all along, and has been quite possessive of documents relating to the subject, which the Committee believed had a right to access. When the Committee accused the CIA of illegally searching the computers used by staffers to carry out their research into CIA files, the Agency responded by asking the Federal Bureau of Investigation to look into whether Congressional staffers illegally removed classified documents from the CIA’s archives that were beyond the scope of the Committee’s investigation. But the CIA’s own report appears to have completely vindicated Congress, having found that CIA officers created a fake online identity in order to surreptitiously access a number of computers used by Congressional staffers. The report’s findings prompted a private meeting earlier this week between CIA Director John Brennan and two senior members of the Committee, Dianne Feinstein (D-Ca) and Saxby Chambliss (R-Ga), during which Brennan reportedly apologized. Feinstein, however, who was very vocal in denouncing the CIA’s shenanigans back in March, allegedly took Brennan to task about his staunch defense of his employees last spring. Destroying Hamas won’t solve conflict, says top US Pentagon official

The most senior military intelligence official of the United States has warned that the destruction of Palestinian militant group Hamas will not solve, and might even intensify, the Palestinian-Israeli conflict. Hamas, otherwise known by its full name, Islamic Resistance Movement, was founded with Israeli help in 1987 to combat the power of its secular rival, Fatah. Since 2007, Hamas has ruled the Gaza Strip, after winning most of the votes in the 2006 Palestinian parliamentary election. Fatah, which refused to hand over power to Hamas, now governs the West Bank. Israel has for many years accused Hamas for leading what it describes as the “rejectionist” camp of the Palestinian nationalist movement, by refusing to accept the legitimacy of the Jewish state. The US is in broad agreement with its close ally Israel, and has designated Hamas as a foreign terrorist organization. On Saturday, however, the outgoing director of the US Defense Intelligence Agency, Lieutenant General Michael Flynn, warned Israeli officials that wiping out Hamas will not mean the end of the Palestinian-Israeli dispute, and that the group’s demise will probably lead to a far more radical group taking its place. Lieut. Gen. Flynn was speaking at the Aspen Security Forum, an annual gathering of senior defense leaders in Aspen, Colorado. The top US military intelligence official told his audience that “if Hamas were destroyed and gone, we would probably end up with something much worse”. He went on to add that the militant group’s place in Gaza would probably be replaced by “something like ISIS”. Lieut. Gen. Flynn was referring to the Islamic State of Iraq and al-Sham, known as ISIS, which has emerged from the Syrian Civil War as the most powerful non-state actor in the region. The group has already announced the creation of an Islamic State in territory under its control in the borderlands of Iraq and Syria. Lieut. Gen. Flynn was echoing similar views expressed earlier this month by former Israeli intelligence official Efraim Halevy, who directed Israel’s covert-action agency, Mossad, from 1998 to 2002. Speaking to American television network CNN, Halevy said that numerous radical groups in the Gaza Strip would be far more threatening to Israel’s security than Hamas. Read more of this post

FBI searched for Soviet atom bombs in 1950s’ New York, files show

American authorities suspected that Soviet intelligence had smuggled atom bombs in New York City and that Moscow was planning to detonate them “at an expedient time”, according to declassified documents. The revelation comes from a set of internal FBI files, which were declassified and released in redacted form in 2010. Copies of the documents, which date from the early 1950s, were posted (.pdf) on The Government Attic, a website specializing in publishing US government files obtained through Freedom of Information Act requests. The documents were then noticed last week by The Village Voice‘s Anna Merlan. The file (.pdf), titled “Atomic Bomb in Unknown Consulate, New York City”, is nearly 80 pages-long. It indicates that the search for a supposed Soviet atomic weapon in New York began shortly after the summer of 1950, when the FBI received a tip from a source in Brazil. The source reportedly told the Bureau that Soviet operatives had “placed an atom bomb in a consulate […] in New York City to be detonated at such time as the Soviets consider expedient”. The problem was that the FBI was not aware of the identity of the consulate, which was presumed to belong to the USSR or to a country politically aligned with it. The Bureau thus actively engaged in searching for the bomb during the years of 1951 and 1952. The search was primarily conducted by the FBI’s informants in various communist-bloc consulates and agencies in New York, including the Soviet mission to the United Nations, located on Park Avenue, as well as the Polish, Hungarian and Czechoslovakian missions, located a few blocks away from their Soviet equivalent, on East 67^th Street. The FBI also appears to have mobilized its informants inside the Soviet government-run Amtorg Trading Corporation, which handled the USSR’s trade with foreign countries, as well as the Telegraph Agency of the Soviet Union (TASS) offices at Rockefeller Plaza. A clandestine search was also conducted at the Soviet diplomatic mission’s retreat on Long Island. American customs agents were also notified to keep their eyes open for oddly shaped diplomatic packages “which appear to be suspiciously heavy in proportion to their dimensions”. Turkey in turmoil as 70 are arrested for spying on PM, spy chief

Turkey’s political system appeared to be sinking deeper into crisis on Tuesday, as nearly 70 police officers, some of them senior, were arrested for illegally wiretapping the telephones of senior government figures, including the Prime Minster and the intelligence chief. At least 67 members of the country’s police force were arrested in raids that took place on Tuesday all over Turkey, while warrants have reportedly been issued for over 100 people. Many of the arrestees were seen being taken away in handcuffs by security personnel, including two former heads of Istanbul police’s counterterrorism unit. Hadi Salihoglu, Istanbul’s chief prosecutor, said in a written statement issued on Tuesday that the suspects were part of a criminal conspiracy that had wiretapped phones belonging to Turkeys’ Prime Minister, Recep Tayyip Erdoğan, as well as Hakan Fidan, director of Turkey’s National Intelligence Organization, known as MİT. Thousands of other phone lines had also been wiretapped, he added, belonging to journalists and government administrators, including judges and military officials. Salihoglu said the conspirators had concocted a fake police investigation of a made-up terrorist organization called Tevhid-Selam (Al-Quds Army, in English), in order to justify the wiretapping of the officials’ phone lines. However, critics of Prime Minister Erdoğan’s government noted that one of the police officers arrested on Tuesday is the former deputy chief of the Istanbul police department’s financial crimes unit, which earlier this year led an investigation into alleged corrupt practices by senior members of the Erdoğan cabinet. The investigation led to the exposure of corrupt practices by several cabinet members and their families, and resulted in several ministerial resignations. A few months ago, a wiretapped conversation emerged in the media, in which Mr. Erdoğan can allegedly be heard discussing with his son how to hide large sums of money. Some observers have expressed the view that the leaked telephone conversation between the two men emerged from the Tevhid-Selam investigation, which may be why Mr. Erdoğan has now decided to shut it down and arrest those behind it. Ukraine rebels ‘admit downing Malaysia plane’ in phone intercepts

Ukrainian intelligence has released telephone intercepts said to contain direct admissions by pro- Russian rebels that they shot down a civilian airliner that crashed on Thursday in eastern Ukraine. All 295 people onboard the Malaysia Airlines Boeing 777-200, which came down in a field east of the city of Donetsk, are presumed dead. An American intelligence official told the Associated Press, on condition of anonymity, that Washington is certain the airliner was brought down by a surface-to-air missile. Late on Thursday, Valentyn Nalivaichenko, director of the Security Service of Ukraine (SSU), said in a press conference that his agency had conclusive evidence showing that pro-Russian rebels had shot down the plane. Nalivaichenko said the evidence included recordings of telephone conversations between rebel commanders and Russian intelligence officers, which were intercepted just minutes after the plane was brought down. During Nalivaichenko’s press conference, the SSU published the intercepted conversations on YouTube with subtitles in English, French, German and Polish. The videos identify some of the participants in the conversations, including Igor Bezler, a leading commander of the self-proclaimed Donetsk People’s Republic, and Vasily Geranin, who is said to be a Colonel in Russia’s Main Intelligence Directorate of the General Staff, known commonly as GRU. In one phone call, allegedly made at 4:40 Kiev time, 20 minutes after the Malaysia Airlines plane was shot down, Bezler appears to tell Geranin: “We have just shot down a plane […]. It fell down beyond Yenakievo”. In a subsequent intercept, another rebel commander calls a Russian intelligence officer from the site of the crash to report that the downed plane appeared to be civilian, not military, as originally thought, and that the crash site was filled with casualties. “It’s 100 percent a passenger aircraft”, he reports, adding that there are no weapons visible on site: “absolutely nothing. Civilian items, medicinal stuff, towels, toilet paper”, he says. Read more of this post

Russia to reopen electronic listening command post in Cuba

The government of the Russian Federation has reached an agreement with the authorities in Cuba to reopen an electronic communications listening base that was built by the Soviets during the Cold War. Russian newspaper Kommersant said on Wednesday that the agreement between the two nations was struck late last week during a visit to the communist-run island by Russian President Vladimir Putin. The agreement centers on the Lourdes signals intelligence (SIGINT) facility, located just outside Cuban capital Havana. Situated approximately 100 miles from the United States mainland, the facility was used throughout the last two decades of the Cold War to provide intelligence for Soviet military and civilian spy agencies, while also operating as an overseas communications hub for the Soviet Navy. It was regarded at the time as the most formidable Soviet electronic listening post located anywhere outside Soviet territory. Cuban authorities once bragged that Lourdes provided Moscow with 75 percent of its actionable intelligence on its American adversary —though some experts consider the statement an exaggeration. At its peak, in the late 1970s, Lourdes hosted approximately 3,000 technical specialists and support personnel, over half of whom were Soviet. Initially, the Cuban government permitted Moscow to make use of Lourdes free of charge. However, in 1992 Havana introduced an annual rental fee, which by 2001 had risen to $200 million. Under the bilateral agreement, Russia was paying the rental fee in kind, by supplying the Cuban government with food products and fuel, as well as military equipment. But in 2001, the administration of President Putin withdrew from the agreement, citing the high cost of maintaining the base. Israel should negotiate with Hamas, says former Mossad chief

A former director of the Israeli covert-action agency Mossad, who helped forge a historic peace treaty between Israel and Jordan in the 1990s, has called for the Jewish state to negotiate with Palestinian group Hamas. Efraim Halevy, who directed the Mossad from 1998 to 2002, told American television network CNN on Tuesday that numerous radical groups in the Gaza Strip would be far more threatening to Israel’s security than Hamas. Speaking to CNN’s chief international correspondent Christiane Amanpour, Halevy said that Hamas, which controls the Gaza Strip, “is a very bad option” for Israel, but that the militant Sunni Islamist groups coming out of Syria and Iraq are “a lot worse” and posed a much more pertinent challenge to regional stability. He specifically mentioned the Islamic State of Iraq and al-Sham, known as ISIS, which has emerged as the most powerful non-state actor in the region, saying that “ISIS has its tentacles in the Gaza Strip too”. Amanpour retorted that, by negotiating with Hamas, Israel would effectively legitimize the militant group. But Halevy said that, while it would be “politically inconvenient” for Israel to reach out to Hamas, the fact is that Tel Aviv has been negotiating with the Palestinian group “for years”. Even though Israel and Hamas insist on refusing to publicly acknowledge each other’s existence, in reality they have been negotiating with each other for a long time, he said. “We [presumably the Mossad] have had several rounds with Hamas in recent years, and the previous rounds ended up in agreements —arrangements, as it was called”, said the former Mossad chief. “But in effect”, he went on, “it was a negotiation between us and Hamas”. As an example, Halevy mentioned the release of Israel Defense Forces soldier Gilad Shalit, who was captured in 2006 in a cross-border raid by Hamas forces. He was released in 2011 as part of a prisoner exchange agreement between the Palestinian group and Israel. In 2012, Halevy issued a public call for dialogue between Israel and Iran, saying that “the Iranians, in their heart of hearts, would like to get out of their conundrum”, referring to Tehran’s nuclear program. Up to 20 US spies inside German government: media reports

German counterintelligence has intensified its surveillance of “certain employees of the United States embassy” in Berlin, after internal reports suggested that “up to 20” agents of the American government are operating inside the German federal bureaucracy. Citing information “from American security circles”, German newspaper Bild am Sonntag said on Sunday that the agents are German citizens who are secretly employed by a variety of American civilian and military intelligence agencies in return for money. The Berlin-based tabloid noted that at least a dozen such agents have infiltrated four departments of the German federal government, namely the Ministries of Defense, Finance, Interior, as well as the Ministry for Economic Cooperation and Development. The paper said that the latter has been targeted by the US Central Intelligence Agency because it is routinely employed by the BND, Germany’s main external intelligence organization, as a cover for clandestine activities. Last week, Germany ordered the immediate removal from the country of the CIA station chief, after it caught two German citizens, one working for the BND, and one for the country’s Ministry of Defense, secretly spying for Washington. It also instructed its intelligence agencies to limit their cooperation with their American counterparts “to the bare essentials” until further notice. According to Bild am Sonntag, the “growing pressure” against American intelligence operations inside Germany has prompted American spy agencies to transfer their recruitment activities of German citizens to nearby European capitals, such as Prague of Warsaw. Meanwhile, in an interview aired Sunday on Germany’s public-service television broadcaster, ZDF, German Chancellor Angela Merkel appeared pessimistic about the possibility that American intelligence agencies will stop recruiting German citizens. She said that Washington and Berlin had “fundamentally different views” on the nature and operational character of intelligence, and that it would be difficult to bridge the gap of perception between the two countries. The German leader added, however, that she favored continued cooperation between German and American intelligence agencies, as both countries “profit from the cooperation concerning counterterrorism and other things”. ‘Diplomatic earthquake’ as Germany halts spy cooperation with US

The German government has instructed its intelligence agencies to limit their cooperation with their American counterparts “to the bare essentials” until further notice, according to media reports. The move follows news that Berlin requested on Thursday the immediate removal from Germany of the United States Central Intelligence Agency chief of station —essentially the top American intelligence official in the country. The request came after two German citizens, one working for the BND, Germany’s main external intelligence organization, and one working for the country’s Federal Ministry of Defense, were allegedly found to have been secretly spying for the US. German media reported on Thursday that the temporary halt in Berlin’s intelligence collaboration with Washington applies across the spectrum, with the exception of areas directly affecting tactical security concerns for Germany, such as the protection of its troops in Afghanistan, or defending against immediate terrorist threats. Sources in the German capital claimed that the removal of the CIA station chief was technically a “recommendation for his departure”, and did not constitute an official diplomatic expulsion. However, German observers described the incident as a “diplomatic earthquake”, which would have been unthinkable as a policy option for the German government, barring actions against “pariah states like North Korea or Iran”. This is not the first time an American intelligence officer has been asked to leave Germany. Berlin expelled another CIA officer in the 1990s, after it emerged that the American intelligence Agency had tried to recruit a German official at the Federal Ministry for Economic Affairs. However, unlike the current imbroglio, the previous spy affair was handled discretely and with almost no media fanfare, as is customary among allies. The decision to recommend the CIA station chief’s removal was reportedly made at a senior governmental level, following a “fruitless” telephone exchange between CIA Director John Brennan and Klaus-Dieter Fritsche, the coordinator between the German Chancellery and the BND. According to German newsmagazine Der Spiegel, Brennan offered Fritsche no apology and had “nothing to contribute other than clichés about transatlantic ties”, as well as his expressed irritation about the way the media were handling the incident.
