Pakistan removed spy from US at CIA’s request

A Pakistani intelligence officer was quietly removed from the United States last April, after the director of the CIA complained about him to his Pakistani counterpart. According to The New York Times, which aired the revelation last weekend, the then Director of the CIA, Leon Panetta, had “a tense conversation” with Lt. Gen. Ahmed Shuja Pasha, head of Pakistan’s Inter-Services Intelligence directorate (ISI), which led to the removal “within days” of the ISI officer. The officer in question is Mohammed Tasleem, whose diplomatic cover was that of attaché in the Pakistani Consulate in New York, but whose actual task was monitoring the political activities of the sizeable Pakistani diaspora in the United States. According to the FBI, which briefed the CIA about Tasleem earlier this year, his intelligence activities centered on pressuring politically active Pakistanis in the United States to refrain from speaking publicly on ‘controversial issues’. FBI counterintelligence reports claim that, on at least one occasion, Tasleem posed as an FBI agent, in order to extract intelligence from a member of the Pakistani community in the United States. The Times spoke to members of Pakistan’s ex-pat community who allege that the ISI systematically approaches Pakistanis speaking openly about ‘national issues’, such as the indigenous insurgency in Pakistan’s Baluchistan province, the disputed Indian region of Kashmir, or Pakistan’s appalling human rights record. An American employee of a major information technology firm has pled guilty to providing inside economic information about his employer to an undercover FBI agent posing as an Israeli intelligence officer. Federal prosecutors at the Office for the US Attorney in the state of Massachusetts have indicted Elliot Doxer, 42, from Brooklyn, New York (see previous intelNews coverage here). Until last August, Doxer worked in the finance department of Akamai Technologies, Inc., an Internet content delivery company based in Cambridge, Massachusetts. According to the indictment, in June of 2006, Doxer voluntarily contacted the consulate of Israel in Boston via email, offering to provide Israeli intelligence officers with inside information about Akamai. He offered to do this, he said, in order “to help our homeland [presumably Israel] and our war against our enemies”. He also requested a $3,000 compensation for his services. But Israeli consular officials forwarded his email to the FBI. The latter sent an undercover agent to contact Doxer, posing as an Israeli intelligence operative. Believing that the FBI agent was a spy for Israel, Doxer began giving him classified information on a routine basis, an arrangement that lasted until March of 2009. During these 18 months, Doxer gave inside information —including details of Akamai’s computer and physical security systems— to his FBI handler at least 62 times, according to prosecutors. The government of Iran has revised earlier reports of a nuclear scientist’s assassination, saying the murdered man was a university student, and not a nuclear physicist, as it was first announced. On Saturday afternoon, Iran’s government-controlled media began carrying news of the fatal shooting of a man named Darioush Rezaei, in the Iranian capital Tehran. According to early reports, Rezaei, 35, who researched neutron transport at a Tehran university, was identified as “an expert with links to the Atomic Energy Organization of Iran”. He was allegedly shot dead in broad daylight by two men on a motorcycle, as he and his wife were returning to their house after picking up their four-year-old daughter from kindergarten. The report, which was first aired by the Iranian Students’ News Agency (ISNA) was rapidly echoed by other Iranian government-controlled media. Early the next day, Iran’s parliamentary speaker, Ali Larijani, condemned the attack as a provocation by Israeli and American intelligence agencies, which Iran suspects of being behind a series of assassinations against Iranian nuclear scientists during the past five years. Later on Sunday, however, a number of Iranian media started withdrawing the reports of Rezaei’s assassination, saying there had been “some confusion” about the dead man’s identity. Eventually it emerged that the man’s full name was Darioush Rezaei-Nejad, and that he was not a career academic nor “a physicist involved in the disputed nuclear program”, but rather an “a university student” studying for a master’s degree in electronics. Two US citizens charged with spying for Pakistan

American counterintelligence officers have indicted two US citizens of Pakistani origin with trying to influence Congress and the White House on behalf of the government of Pakistan. According to court documents filed on Tuesday by the FBI in Virginia, Zaheer Ahmad (who escaped arrest and may be currently in Pakistan) and Syed Ghulam Nabi Fai acted as unregistered agents of a foreign government (legal terminology for espionage) while operating under the direction of Pakistan’s Inter-Services Intelligence directorate (ISI). Both men were leading members of the Kashmiri American Council, a lobby group that propagates Pakistan’s territorial claim to the northwester Indian region of Kashmir. Pakistan and India fought over Kashmir in 1947 and 1967, and have been engaged in constant low-intensity conflict over the territory ever since. The Kashmiri American Council is one of three Kashmir Councils in the West, the other two being in London, UK, and Brussels, Belgium. But the FBI court affidavit claims that the Kashmir Centers are ISI front-organizations, and that the activities of their employees are directed by the ISI. Specifically, the FBI alleges that Fai, who acted as the Council’s director in Washington, routinely coordinated his endeavors with his ISI handlers, usually communicating with them via email. The court documents mention a witness testimony that claims Fai has been an ISI operative for over two decades, and that in recent years he has been receiving between $500,000 and $700,000 per annum from Pakistani intelligence. The government of Lithuania has recalled its ambassador to Vienna, in protest over the release by Austria of a former Soviet intelligence official, who is wanted in Vilnius for war crimes. Last Thursday, Austrian authorities arrested Russian citizen Mikhail Golovatov, a former general of the KGB, who was stationed in Lithuania during the final years of the Soviet Union. Golovatov’s detention was facilitated by a European arrest warrant issued by the office of the Lithuanian prosecutor. The latter accuses Golovatov of authorizing crimes of war as head of Alpha Group —also known as Spetsnaz Grupp Alfa— a special forces unit within the KGB’s First Chief Directorate. On January 13, 1991, Alpha Group forces spearheaded a counterinsurgency attack on the State Radio and Television Building and the Vilnius TV Tower in the Lithuanian capital, in an attempt to quash the Soviet Republic’s growing secessionist movement. The latter had unilaterally declared Lithuania’s independence on March 11, 1990. The attack resulted in the death of 14 and the injury of over 700 people. During the past two decades, the Lithuanian state has sponsored an international campaign for the arrest of numerous officials who represented the Soviet security apparatus in Lithuania during the final months of the USSR’s existence. But, to Vilnius’ shock, Austrian authorities released Golovatov 24 hours after arresting him, arguing that the European arrest warrant issued by the Lithuanian prosecutor’s office was “too vague” to justify the former KGB general’s continued detention. New Zealand investigates ‘suspicious’ Israeli spy activity [updated]

Authorities in New Zealand have confirmed that they investigated a series of suspicious actions by alleged Israeli intelligence operatives, in the days following last February’s earthquake in Christchurch. According to publicly available data, at least three of the 181 people who died in the February 22 earthquake were Israelis. Admittedly, the number of Israeli victims was relatively small, which is why New Zealand authorities were baffled by the Israeli government’s intense concern about the earthquake. On the day of the disaster, Israeli Prime Minister Benjamin Netanyahu spoke on the telephone no fewer than four times with his New Zealand counterpart, John Key, which some New Zealand officials found odd at the time. Even stranger was a subsequent encounter between an armed New Zealand security force and an unauthorized Israeli rescue squad, in the days following the earthquake. The Israeli squad was found roaming in Christchurch’s cordoned ‘red zone’, without an official rescue accreditation by either the United Nations or the New Zealand government. After a brief but tense exchange, the Israelis were escorted out of the ‘red zone’, and the episode led to “intense diplomatic exchanges” between Wellington and Tel Aviv, according to New Zealand media. A possible solution to the riddle came with the discovery in Christchurch of the dead body of an Israeli named Ofer Benyamin Mizrahi. Mizrahi, who died when part of a building fell on the van he was riding in, was found to be carrying at least five different passports bearing his photograph. Read more of this post

The bodyguard who killed Afghan President Hamid Karzai’s half-brother was a trusted aide of British and American intelligence and had worked with US Special Forces in Afghanistan, before turning on his employer, according to American and British news media. Ahmed Wali Karzai, influential Afghan drug lord and CIA agent, was shot dead on July 12 by no other than his trusted bodyguard, Sardar Mohammad. The killing shocked Afghan and American officials, who believed Mohammad’s trustworthiness and loyalty to be beyond reproach. Initial reports blamed Karzai’s killing on internal feuds that often feature in bloody Afghan politics. But these early reports may need to be revised following the revelation in The Washington Post that Mohammad had been working closely for years with the CIA and US Special Forces in Afghanistan, prior to turning against his boss. According to the paper, not only was Mohammad working with the CIA, but two of his brother-in-laws served in the Kandahar Strike Force, a notorious paramilitary unit trained and armed by the CIA. Based on this new information, The Post explains Karzai’s killing as yet another spectacular triumph by Taliban intelligence, who must have managed to recruit Mohammad and turn him against the US-supported Afghan government. Commenting on Mohammad’s CIA background, an unnamed “Western intelligence analyst” told British newspaper The Independent that Karzai’s assassination is indicative of the Taliban’s “increasingly sophisticated intelligence apparatus” in Afghanistan. Western intelligence agencies “probably […] underestimate the [Taliban’s] intelligence components”, said the analyst, even though the latter “do have dedicated intelligence officers. And that’s not just about gathering information but also about infiltration, using whatever combination of blackmail or ideological levers [they need to]”. But there is also another possibility, which neither The Post nor The Independent appear to entertain: namely that Mohammad was still acting under the commands of the CIA when he killed Karzai. CIA bank accounts used to funnel oil deal money, court documents claim

Court papers in a bizarre lawsuit involving $258 million in missing funds from an international oil deal, appear to show that the funds were channeled to dormant CIA bank accounts with the help of an Agency employee. The case is being ignored by US media, but has attracted attention in the Irish press, because an Irishman, Ed O’Neill, is the primary defendant in the lawsuit. O’Neil was the main consultant broker who helped facilitate a 2008 oil deal between involving NIB Petroleum of Venezuela and Russia’s Gazprom, both of which sold oil to Turkey’s UP Petroleum. Among O’Neil’s tasks was ensuring that six consulting companies were paid a total of $258 million for helping facilitate the complex deal. The Turkish company, UP, paid the funds to O’Neil, but they never arrived to the six companies. The latter are now suing O’Neil for the missing money. But Irish quality broadsheet The Independent, says it has seen copies of the court papers, filed in the US state of Illinois. According to the documents, O’Neil told his clients, who were awaiting the money, that he was having trouble wiring it to them, and that he had enlisted the assistance of a friend of his, by the name of Carlos Jesus Navarro, who was a CIA operative. According to the testimony of the plaintiffs, O’Neil told them that Navarro had access to several dormant CIA bank accounts, which could be used to wire the money around the world. With Navarro’s alleged help, the funds were then transferred to banks in Luxembourg, Lichtenstein and the island of Guernsey, before making their way to the Cayman Islands. From there they were transferred to Germany’s Commerzbank, and finally to a Bank of America branch in New York City. The money was supposed to be transferred one last time to the plaintiffs’ bank accounts in Chicago; but this last transfer never took place. Read more of this post
