Clapper confirmed as US DNI in Senate-White House deal. Retired general James Clapper has been unanimously confirmed by the Senate as US National Intelligence Director, after a series of last-minute deals between objecting Republican Senators and the White House, which nominated Clapper several months ago.
Canada rejects residency request by Pakistani ex-ISI spy. The Canadian government has refused a permanent residency application by Haroon Peer, a Danish citizen, who worked for three Pakistani intelligence agencies, including the Inter-Services Intelligence directorate. Haroon is married to a Canadian-born woman and has three Canadian-born children.
Lebanon in shock after ex-general’s arrest on spy charges. Last week’s arrest of Fayez Karam, a well-respected retired general and politician with the Hezbollah-allied Christian Free Patriotic Movement (FPM), on suspicion of spying for Israel, has sent shock waves through Lebanon and left many wondering how deep the Jewish state has infiltrated the country.

US National intelligence nominee oversaw problematic contract. While James Clapper headed the US National Geospatial-Intelligence Agency, a corporation he contracted for information technology functions was found to have “been seriously deficient with respect to security issues”. Clapper is now President Barack Obama’s controversial nominee to be Director of National Intelligence.
Pakistan spy chief cancels UK visit over terrorism comments. British Prime Minister David Cameron’s recent claim that Pakistan promotes the export of terrorism has led its intelligence chief, Lt. Gen. Ahmed Shuja Pasha, to cancel a visit to Britain.
Israel alleges new Turkey spy chief is Iran supporter. Israeli Defence Minister Ehud Barak has expressed concern over Turkey’s appointment of new spy chief, Hakan Fidan, saying he is a “supporter” of the Jewish state’s enemy Iran. This is the second time in recent weeks that Israel has expressed concern over Fidan.

Lebanon arrests Palestinian for spying for Israel. Lebanese police have arrested a Palestinian refugee from the Burj al-Shemali refugee camp on suspicion that he was spying for Israel’s Mossad intelligence agency, a police spokesman said last week. More than 70 people have been arrested in a nationwide crackdown on alleged Israeli spy rings in Lebanon, launched in April 2009, some of them policemen and security officials.
US spy agency chief nomination held up by Congress. US Senate Intelligence Committee chairwoman Dianne Feinstein says she won’t hold confirmation hearings for James Clapper, President Barack Obama’s nominee for the next Director of National Intelligence, until she completes her top priority, namely congressional passage and presidential signature on the 2010 Intelligence Authorization Bill.

Romania sentences two for espionage. A court in Bucharest has sentenced Romanian citizen Floricel Achim and Bulgarian Petar Marinov Zikolov to 12.5 years in prison each, for passing classified information to Ukraine. The two were arrested last February.
Top US senator has concerns about Obama’s DNI nominee. Senator Dianne Feinstein, who heads the Senate Intelligence Committee, has publicly joined those who have expressed concern about President Barack Obama’s nomination of James Clapper to head the Office of the Director of National Intelligence. She says she prefers a civilian for the post.
Yemen arrests leader of attack on southern spy HQ. Yemen has arrested the suspected mastermind of Saturday’s spectacular attack on the government’s southern intelligence headquarters in Aden, which freed detainees and left 11 people dead.

Afghan interior minister and spy chief removed. Afghan President Hamid Karzai has removed interior minister Hanif Atmar and national security director Amrullah Saleh, after accusing them of failing to prevent last week’s Taliban attack on the country’s parliament. It is worth noting that both officials have close ties to Washington.
Analysis: Fight looms over new US intelligence chief. Warring opinions are emerging about James R. Clapper, after US President Barack Obama announced his intention to nominate the Pentagon’s current intelligence chief to serve as director of national intelligence.
Analysis: The dangers of turning spies into generals. The CIA’s controversial Predator-drone targeted killings program blends Title 10 of the US code, which governs the military, and Title 50, which covers intelligence operations. This unnerves a number of scholars, who recall that the last time this was done on such a large scale was in the 1961 Bay of Pigs invasion.

New book hints at covert US-French spy war. A forthcoming book, Diplomats: Behind the Façade of France’s Embassies, by Franck Renaud, claims that in 2008 French security agents discovered hidden bugs placed by the CIA in the Paris apartment of Pierre Brochand, head of the DGSE, France’s primary intelligence agency. A CIA spokesperson refused to speculate on the accuracy of the allegations.
Obama rethinking his lead pick for DNI. Following skepticism expressed by intelligence insiders, President Obama is reportedly reevaluating his initial choice of James R. Clapper as the leading contender for the post of the Director of National Intelligence.

Another alleged North Korean spy captured in South. A month after two alleged North Korean assassins, posing as defectors, were arrested in the South, Seoul has announced that another defector, an unnamed 36-year-old female, was captured for receiving “Seoul subway information from a former high-ranking subway official”, with whom she had a romantic relationship.
New book on GCHQ out in July. A new book on the history of Britain’s secretive General Communications Headquarters, authored by Warwick University Professor Richard J. Aldrich, is to be published in a few weeks. The book, entitled GCHQ: The Uncensored Story of Britain’s Most Secret Intelligence Agency, will be published by Harper Collins.
Ex-DIA officials skeptical about rumored new DNI. Two former top US Defense Intelligence Agency officials, Jeffrey White and W. Patrick Lang, say retired Air Force Gen. James R. Clapper, Jr., a leading candidate to be the next Director of National Intelligence, nearly wrecked the agency’s analysis wing when he ran the organization in the mid-1990s.

Although few American intelligence observers were astonished by last week’s involuntary resignation of the Director of National Intelligence (DNI), the silence by the White House on the subject has raised quite a few eyebrows in Washington. Admiral Dennis C. Blair, who became DNI in January of 2009, announced his resignation on Friday. Blair’s announcement came after a prolonged period of controversy, which included bitter infighting with the CIA, and culminated with the recent partial publication of a report by the Senate Select Committee on Intelligence, which blamed “systemic failures across the Intelligence Community” for the so-called Christmas bomb plot of last December. The problem is that Admiral Blair’s replacement will be the fourth DNI in five years, after John Negroponte, Mike McConnell and Blair himself. Read more of this post

Last February, Spain’s intelligence service began investigating alleged suspicious efforts by foreign financial speculators to destabilize the Spanish economy. According to newspaper El País, the Spanish government asked the country’s Centro Nacional de Inteligencia (CNI) to probe links between speculative moves in world financial markets and a series of damaging editorials “in the Anglo-Saxon media”. There are indications that the National Intelligence Service of Greece (EYP) is following in the CNI’s footsteps. In February, when Athens and Brussels began to realize the magnitude of the financial crisis threatening the European common currency, several news outlets suggested that the EYP was cooperating with Spanish, Irish and Portuguese intelligence services in investigating a series of coordinated speculative attacks on money markets, most of which allegedly originated from London and Washington. South charges North Korean agents with assassination plot

Two North Koreans who defected to South Korea last November have allegedly admitted to being intelligence officers on a mission to assassinate a North Korean former senior official. The official, Hwang Jang-yop, caused a sensation on both sides of the border when he defected to the South in 1997. A former secretary of the Korean Workers’ Party, Hwang was the North’s primary theorist and the ideological architect of juche, the philosophy of self-reliance, which is North Korea’s officially sanctioned state dogma. Since his defection, the 87-year-old Hwang, who is believed to have ideologically mentored North Korean leader Kim Jong-il, has been living in the South with around-the-clock security protection. The two self-confessed spies, Tong Myong Kwan and Kim Myung Ho, both 36, have allegedly admitted posing as defectors, while in reality being on an assassination mission on behalf of the intelligence unit of the North Korean Ministry of Defense. US intel director confirms CIA can kill US citizens abroad. It’s official; speaking before the House Intelligence Committee, US Director of National Intelligence Dennis Blair acknowledged that President Obama is continuing a Bush-era policy authorizing the killing of US citizens if they are considered “a terrorist threat to the United States”.
Funny sign at CIA gift shop. Actual notice displayed at a CIA gift store inside the Agency’s Langley, VA, headquarters: “Don’t forget! If you are undercover, you cannot charge! It will blow your cover”. Good point.

Analysis: Landrieu-Gate is Scary, but it’s No Watergate

The arrests by US Marshals of four self-described conservative activists, who were caught trying to tamper with the telephone lines of Democratic Senator Mary Landrieu’ New Orleans office, have caused outcry in liberal and silence in conservative blogs. Most political allies of the four young men have been scrambling to denounce them, and the few who haven’t, have tried to play off the case as an ill-conceived political prank that got out of hand. Considering that America’s political culture still reels from the effects of Watergate (1972-1974), and the far more serious COINTELPRO (1956-1971), it would be criminal neglect on behalf of the FBI to treat the Landrieu incident as a “prank”. At the same time, however, Landrieu-gate is no Watergate. Neither the target nor the operational tactics and institutional affiliations of the four men involved in the case resemble anything remotely akin to either Watergate or COINTELPRO. Keep reading →

Wednesday’s testimony by US Director of National Intelligence Dennis Blair, before the Senate Committee on Homeland Security and Governmental Affairs, received plenty of media coverage. But few have examined the ongoing public hearings by three separate Senate committees on the Christmas Day bomb plot in light of the turf battles taking place between US intelligence agencies. An excellent article by Politico’s Kassie Hunt does just that, by pointing out that the hearing proceedings should be viewed in light of the “three-way turf war among Director of National Intelligence Dennis Blair, CIA Director Leon Panetta, and National Counterterrorism Center Director Michael Leiter”. Capitol Hill lawmakers appear to be aware of this: Hunt’s article quotes Peter King, the Senate Homeland Security Committee’s senior Republican member, who warns that US intelligence agencies will use the public hearings to place blame about the Christmas Day bomber fiasco on each other. China not top priority for US spy agencies under new policy

American intelligence agencies have been directed by the US National Security Council (NSC) to downgrade intelligence collection on China. Under the directive, which was first proposed last October, Chinese intelligence targets will be coded “Priority 2” (Pri-2), from their current “Priority 1” (Pri-1) status. The Washington Times reports that the move is part of a wider Obama administration effort “to develop a more cooperative relationship with Beijing”. The latter recently requested a new bilateral relationship with Washington, free from “Cold War and power politics mentality”. But the NSC proposal was contested by CIA director Leon Panetta and director of national intelligence Dennis Blair. Read more of this post

White House memo sides with CIA in inter-agency turf war

For several months now, I have been keeping tabs on a bitter inter-agency turf war between the CIA and the Office of the US Director of National Intelligence (DNI). Now a Los Angeles Times article by Greg Miller confirms what intelNews reported on November 18, namely that the White House has come down in favor of the CIA position in the dispute. The turf war began last July, when DNI Dennis Blair argued in a still-classified directive that his office, and not the CIA, as has been the case for over 60 years, should have a say in certain cases over the appointment of senior US intelligence representatives in foreign cities. But the White House refused to validate Blair’s request. So, in November, the Office of the DNI hit back by announcing it would be evaluating all “[s]ensitive CIA operations overseas” including all of the CIA’s active paramilitary and espionage operations abroad.
