Israel becoming a burden to the US, says Mossad chief

The director of Israeli intelligence agency Mossad has publicly stated the agency’s concerns that Israel is gradually turning from an asset to a burden for American foreign policy. Speaking before the Israeli Knesset’s Foreign Affairs and Defense Committee, Meir Dagan said it was obvious to him that “Israel is gradually turning from an asset to the United States to a burden”. The former Israel Defense Forces (IDF) commander, who has led the Mossad since 2002, remarked that every year since the end of the Cold War there are progressively “fewer Israeli assets in the US”. The importance of Israel in US foreign policy was “greater when there was conflict between the blocs”, said the Mossad chief, “while this year there has [again] been a decrease” in Israel’s significance. He went on to lament the 2008 election success of US President Barack Obama, which was “a declaration that [the US] was adopting a softer approach and did not want to use force to solve conflicts”.   • Israel insists Hezbollah members were on flotilla. Israeli officials are privately saying that they had intelligence that Hezbollah operatives were hidden among the crew and passengers of several Gaza Freedom Flotilla ships. The plan, they say, was to board all the ships, bring the flotilla to Ashdod, and then deal separately with the Gaza activists and alleged Hezbollah members.
  • Analysis: Flotillas and the wars of public opinion. In the aftermath of the Gaza Freedom Flotilla massacre, “[t]he Israeli threats against Iran will be seen in a different context, and Israeli portrayal of Iran will hold less sway over the world”, says StratFor.
  • Turkey compares flotilla massacre to 9-11. Turkish Foreign Minister Ahmet Davutoglu drew a parallel between the Israeli raid on the Gaza Freedom Flotilla and September 11, 2001. “Psychologically this attack is like 9/11 for Turkey,” he said. Meanwhile, as two more aid ships are approaching Gaza, an anonymous senior Israeli Navy commander told The Jerusalem Post that Israel will “use more force next time”.

Former Mossad officer calls Israel’s flotilla raid ‘stupid’

A former officer in Israeli intelligence agency Mossad has criticized Monday’s raid by Israeli forces on the Gaza Freedom Flotilla as a failure “on every level”. Victor Ostrovsky, who worked as a case officer for the Mossad during the 1980s, described the raid as an act that was “so stupid it is stupefying”. Speaking to The Washington Post’s Jeff Stein, the former Mossad operative suggested that the early-morning operation, which killed at least 10 and wounded nearly 100 aid volunteers of various nationalities, was probably carried out by Shayetet 13, an elite commando unit of the Israeli Navy. He described Shayetet 13 as “one of the top units in the Israeli military”, which nevertheless failed in its mission to take over the ship convoy without resorting to a bloody mayhem. Could Turkey invoke NATO clause over Israeli attack on flotilla? [updated]

IntelNews hears there is some speculation in diplomatic circles that the government of Turkey may try to involve the North Atlantic Treaty Organization (NATO) in its dispute with Israel, which began after Israeli commandos killed several Turkish citizens in international waters yesterday. Up to 19 civilians are thought to have been killed during an early dawn raid by Israeli Defense Forces commandos on a flotilla of ships carrying humanitarian aid to Gaza in defiance of the four-year-old Israeli blockade. The fact that the deadly raid took place in international waters prompted Ankara to call for an emergency meeting of NATO’s 28 member states. A NATO spokesperson confirmed that ambassadors from all 28 member states, Turkey included, will be attending an emergency meeting today in Brussels, Belgium. Read more of this post

The recent assassination of Hamas military official Mahmoud al-Mabhouh has sparked a public debate about the history of the Kidon (formerly known as Caesarea), Mossad’s elite assassination unit. Several participants in this debate frequently mention the infamous Black September killings of the 1970s (operation BAYONET), which exterminated almost every original member of the Palestinian group that perpetrated the massacre of the Israeli athletes in the 1972 summer Olympic Games in Munich. In reality, however, these operations were not conducted by the Kidon, but by a separate unit outside Mossad’s operational structure, created specifically for this purpose. The same applies to other extrajudicial assassinations of Palestinians in the Occupied Territories, which are usually perpetrated by the Israel Defense Forces (IDF) and Shin Bet, Israel’s domestic intelligence agency. Mossad deputy chief resigns amid internal strife

It emerged yesterday that the deputy director of the Mossad, Israel’s premier external intelligence agency, has stepped down. The official, known only as “T.”, appears to have resigned in protest over the Israeli government’s decision to extend the Mossad director’s tenure for an unprecedented eighth year. It has also emerged that  “T.” first warned the government two months ago that he would resign if the decision was made to retain Meir Dagan as Mossad director for yet another year. “T’s” resignation marks the fourth resignation of a Mossad deputy chief during Dagan’s directorship. There are rumors that Dagan refuses to leave his post until he agrees to a successor, which according to Israeli daily Ha’aretz, “will come neither from the ranks of the Israel Defense Forces nor Mossad”. Analysis: The changing landscape of communications intelligence

Joseph Fitsanakis and Ian Allen have authored a new scholarly paper on communications intelligence, focusing specifically on the use of telephony intelligence in the 2008-2009 Israel-Gaza conflict. The paper, entitled Cell Wars: The Changing Landscape of Communications Intelligence, is available (.pdf) on the website of the Research Institute on European and American Studies. We argue that the 2008-2009 Israel-Gaza conflict featured a series of innovative approaches to communications intelligence, which included utilizing civilian telephone networks to achieve tactical and psychological objectives. The “cell war” between the IDF and Hamas is indicative of an ongoing global struggle between asymmetrical insurgents and state actors to control large-scale telecommunications structures. “Cell wars” have been taking place for quite some time in Iraq, Somalia, Afghanistan, Lebanon, Syria, and several other nations, including the United States. Les Blumenthal, of McClatchy Newspapers, has penned an interesting article on US Representative Adam Smith (D-WA), who has just been appointed to the House of Representatives Permanent Select Committee on Intelligence. In the article, Blumenthal reminds those who were surprised by this liberal Democrat’s appointment to the spy committee, that Smith was, until recently, a member of the House Armed Services Committee, where he chaired for over two years the Terrorism, Unconventional Threats and Capabilities Subcommittee. Moreover, during the recent Presidential campaign, Smith “developed [ties] to the White House’s national security staff”, says Blumenthal. Read more of this post

John Minto is well known in New Zealand’s political circles. In 2005, a documentary on the country’s most influential public figures positioned him firmly within the top 100. Earlier today, Minto accused Israeli military and security agencies of orchestrating cyber-attacks on New Zealand websites, including his own, that are critical of Israel’s ongoing incursion in Gaza. He also said that websites in Britain and elsewhere have had “similar experiences”, which he blamed on “a dedicated unit within the Israeli military which monitors and does its best to close down sites which are effective in organizing opposition to Israeli policies”. Hamas map discovery shows advanced preparations for ground war

The increasingly sophisticated deception and propaganda operations by all sides in the Israeli-Palestinian conflict have been extensively detailed in the relevant specialized literature. But if the recent revelation by the Israel Defense Forces (IDF) of a Hamas urban warfare map is indeed genuine, it signifies well-timed anticipation by the Palestinian faction of Israel’s current offensive in the Gaza Strip. The map, which was allegedly discovered by IDF paratroopers in Beit Lahia, north of Gaza, is said to portray a detailed diagram of the al-Atatra neighborhood, with locations of booby traps. The latter include the use of dolls to lure IDF soldiers, with the intention of killing or –more beneficially from Hamas’ strategic viewpoint– kidnapping them. Read more of this post

Comment: Carter confirms IDF broke June 2008 truce

On December 29, I explained the fact –well-known within Israel– that it was the Israel Defense Forces (IDF), not Hamas, which broke the June 2008 truce brokered by Egypt. Specifically, I mentioned the November 4, 2008, illegal incursion into Gaza by a sizeable IDF team, reportedly to take out a “strip tunnel intended for terror attack”, which unilaterally broke the truce. Israel has offered no proof for its justification of the incursion, either domestically or internationally. The Israeli press has long recognized that it was after this unilateral breaking of the ceasefire by the IDF that “[t]he fragile five-month truce began to unravel”. On November 13, Ha’aretz noted that it was in response to this action that Hamas forces resumed their rocket fire against Israeli settlements. It has now come to my attention that a January 8, 2009, article in The Washington Post by former US President Jimmy Carter has also pointed out this fact. Hamas-IDF cell phone war continues

Since the beginning of the ongoing war in Gaza, IntelNews has frequently reported on the peculiar cell phone war that has been taking place between Palestinian group Hamas and the IDF, the Israel Defense Forces. Specifically, the IDF and Israeli intelligence appear to be randomly calling cell phones belonging to Gaza residents with messages prompting them to evacuate Hamas-affiliated targets. The tactic appears to have resulted in a backlash for the IDF, as Gazans receiving these calls often rush to roofs of potential target buildings in efforts to prevent the attacks. Moreover, Hamas seems to be employing a similar tactic to warn Israeli cell phone subscribers that Qassam rockets will fall “on all cities” and that “shelters [will] not protect” them. It now looks like Hamas is employing the cell phone trick to cause confusion in the ranks of IDF reservists. Israeli newspaper Ha’aretzi is reporting that Israeli reservists waiting to be called into action are receiving “numerous fictitious […] ’emergency call for duty’ messages” on their mobile phones. IntelNews has been reporting in recent days that Israeli intelligence are placing random calls to cell phones of Gaza residents prompting them to evacuate Hamas-affiliated targets. We also reported that this technique, which Israel also employed in Lebanon and Syria during the last couple of years, seems to have resulted in a backlash for the Israeli Defense Forces, as Gaza residents receiving these random calls often rush to the roofs of potential target buildings in efforts to prevent the attacks. It now appears that Hamas, the Palestinian group in charge of the Gaza strip, is employing a similar tactic to warn Israeli cell phone subscribers that Qassam rockets will fall “on all cities” and that “shelters [will] not protect” them.
