Obama authorizes Special Forces, CIA, to conduct assassinations in Syria

The United States Central Intelligence Agency is collaborating with the country’s Special Forces in a targeted killing program aimed against senior members of the Islamic State and other militant groups in Syria. The program, which has been directly authorized by US President Barack Obama, is limited in scope and has so far involved fewer than a dozen strikes against suspected militants. But it is believed to reflect increasing frustration in Washington about the lack of progress shown by the military campaign against the Islamic State. Recent reports by American intelligence agencies confirm that the militant group is “fundamentally no weaker” today than it was a year ago, despite an intense US-led bombing campaign involving thousands of airstrikes in Iraq and Syria.
The Washington Post, which revealed the existence of the program on Tuesday, said it brought together the CIA’s Counterterrorism Center (CTC) and the Joint Special Operations Command (JSOC). The CTC is believed to be primarily responsible for identifying and locating senior Islamic State figures in Syria, while the JSOC is in charge of killing them, mostly through the use of unmanned drones, according the paper. The two agencies continue to operate separate drone centers, said The Post, in Virginia and North Carolina respectively; but they have exchanged several of advisors who have constant access to each other’s drone video feeds.
The goal of the targeted killing program is to assassinate what the CIA refers to as “high-value targets”, which includes Islamic State leaders and those members of the organization whose job is to build a membership base outside the territorial boundaries or the Islamic State’s self-described caliphate. The Post said that the list of Islamic State members killed by the CIA-JSOC program includes Junaid Hussain, a British citizen who was instrumental in building and maintaining the Islamic State’s outreach campaign on social media. The paper noted that the CIA-JSOC targeted killing campaign is not part of the wider American military offensive against the Islamic State.

A leaked document from an American intelligence agency appears to confirm that Israeli commandos were behind the assassination of a top Syrian government official, who was shot dead outside his luxury villa on the Syrian coast in 2008. Muhammad Suleiman had been a close aide of current Syrian President Bashar al-Assad even before the latter rose to power in 2000. Once al-Assad became ruler of Syria, Suleiman was appointed special presidential advisor in the areas of arms procurement and strategic weapons. He handled intelligence affairs for the Assad regime and he was involved in weapons transfers from Iran to the Lebanese militant group Hezbollah, while also helping train Hezbollah operatives. He was also rumored to have a senior administrative role in the Syrian nuclear weapons program.
A panel of experts commissioned by the United Nations is about to unveil fresh evidence on the mysterious death in 1961 of UN secretary general Dag Hammarskjöld, who some claim was murdered for supporting African decolonization. The evidence could spark a new official probe into the incident, which has been called “one of the enduring mysteries of the 20th century”.
The former director of Colombia’s intelligence service returned to court this week to face charges of complicity in the assassination of a leading presidential hopeful, who was gunned down in 1989 by a powerful drug cartel. Luis Carlos Galán, a senator and former minister, was tipped to win the 1990 presidential election in which he stood on the Liberal Party ticket. His popularity with the electorate is largely attributed to his uncompromising stance against Colombia’s powerful drug cartels. He had vowed to arrest leading drug lords and send them to the United States to face criminal charges. He would do so, he said, after signing a mutual extradition treaty with Washington. However, Galán was assassinated on August 18, 1989, during a campaign rally in Soacha, a working-class suburb of Colombia’s capital, Bogotá. The assassination took place before thousands of spectators who were present at the rally, and is considered one of the highest-profile political killings in the history of Colombia.

Israel silent after assassination of key Hezbollah figure in Damascus

Since his high-profile release, Kuntar was believed to have risen in the ranks of Hezbollah, and to have become a major operational figure in the Lebanese militant group. In September of this year, the United States Department of State officially designated Kuntar a Specially Designated Global Terrorist. This designation, under US Executive Order 13224, denoted that Kuntar posed a significant and immediate terrorist threat to American interests. A statement issued by the US State Department at the time described Kuntar as one of Hezbollah’s “most visible and popular spokesmen”, and said he also had an operational role in the organization.
Kuntar was reportedly killed alongside eight other people when a barrage of missiles hit a residential building in the Damascus suburb of Jaramana. A statement by Hezbollah-controlled television station Al-Manar said four long-range missiles were fired by two “Israeli warplanes” that appeared to target the residential building. Based on footage aired by Al-Manar, the multi-story building appears completely destroyed. Moreover, at least one other Hezbollah senior commander, Farhan al-Shaalan, is said to have died in the strike.
Although Hezbollah officially accused “the Zionist entity” for the missile strikes, Israel has refused comment on Kuntar’s killing. When asked for a response by reporters on Sunday morning, Israeli Minister for Construction and Housing Yoav Gallant said he was happy that Kuntar was dead, but stopped short of confirming that Israel was behind the killing.
