United States allegedly not sharing Russia intelligence with Ukraine

The United States is not sharing with the Ukrainian government detailed intelligence or Russia’s military buildup, according to American lawmakers. Moscow is reportedly deploying large numbers of troops along Russia’s border with Ukraine, while US intelligence agencies have allegedly detected the presence of Russian military supply lines that would be required for a land invasion of Ukraine. The US administration of President Barack Obama has publicly expressed solidarity with the Ukrainian government and has warned the Kremlin that any military incursions into eastern Ukraine would constitute a grave “historical error” that would bear serious consequences for the Russian leadership. But according to American news reporting website The Daily Beast, Washington has instructed the American military and intelligence community to refrain from sharing detailed intelligence on Russia’s military buildup with Ukrainian authorities. Details being kept from Ukrainian eyes include “imagery, intercepts and analysis” that pinpoint the exact location of Russian troops along the Ukrainian border. They also include intelligence predictions of how Russian units would deploy during a possible invasion of Ukraine. The Daily Beast, which is owned by Newsweek, cited “US officials and members of Congress” who were briefed by intelligence personnel earlier this week on the situation in Ukraine. They told the news website that senior American military officials have been instructed “to refrain from briefing their Ukrainian counterparts in detail” about information on Russian troop movements held by American intelligence agencies. The Daily Beast quotes Republican Representative Michael Turner, chair of a subcommittee of the House Armed Services Committee that oversees America’s tactical air and land force strength. Turner told the website that he is “not confident” that Washington is “sharing any of that kind of [detailed military] information” with Kiev. Read more of this post

NSA gives Israel raw intercepts containing US citizens’ data

The United States National Security Agency (NSA) shares raw intercepted data with Israeli intelligence without first deleting information pertaining to American citizens, according to a leaked document. British newspaper The Guardian published on Wednesday an informal memorandum of understanding between the NSA and the Israel SIGINT National Unit (ISNU). The five-page document was supplied to the newspaper by Edward Snowden, a technical contractor for the NSA who defected to Russia this past summer. It outlines an agreement reached in 2009 between the NSA and the ISNU, under which the American side provides the Israelis with raw intercepts, which often contain telephone and email data belonging to American citizens. The memorandum describes this type intelligence sharing as a “routine” aspect of a broader “SIGINT relationship between the two organizations”. SIGINT refers to signals intelligence, a term used in the intelligence community to describe the interception of communications data or content. Additionally, the document specifically mentions that the data shared with the Israelis is “raw” or “unminimized”, meaning it has not been subjected to the process of extracting and deleting information that identifies US citizens or residents —known as “US persons”. By law, the NSA is not permitted to spy on US persons and is required to ‘minimize’ intercepted data so that the communications of US persons remain private, unless they are absolutely indispensible in understanding a piece of foreign intelligence. The memorandum describes a number of restrictions on the use of this information by Israeli intelligence, stating that the ISNU is forbidden from using it in order to target US persons. It also states that the ISNU must shield the identities of US persons when sharing the information with other Israeli government agencies. Read more of this post

Spy agencies failed to share intelligence on Omagh bombing: report

A new report on the 1998 bombing of downtown Omagh by an Irish republican splinter group claims that the tragedy could have been avoided had British, Irish and American intelligence agencies shared information with British police. The car bomb attack was carried out on August 15, 1998, by the Real Irish Republican Army (RIRA). The militant organization consisted of former Provisional Irish Republican Army volunteers who rejected the Good Friday Agreement, part of the Northern Ireland peace process. It devastated the small Northern Irish town of Omagh, killing 29 and injuring over 200 people, including six children, several teenagers and a woman who was pregnant with twins. There have been no criminal convictions in connection with the bombing, despite the fact that it was the single worst instance of violence in the so-called Northern Ireland Troubles, which began in the 1960s and ended in 1998, largely because of the Omagh bombing. But now a new report commissioned by the families of the victims of the bombing claims that intelligence services from three countries failed to share information with British police, which could have prevented the disaster in Omagh. The report, authored by a group of retired security experts on behalf of London-based law firm SBP, says the RIRA had been infiltrated by the United States Federal Bureau of Investigation (FBI), Britain’s Security Service (MI5) and the Irish Garda’s Crime and Security Branch. These agencies, claims the report, had at least two informants inside the RIRA: a smalltime Irish criminal named Paddy Dixon, who frequently smuggled stolen cars from Ireland into Britain for use by the RIRA, and David Rupert, an American of Irish descent. Germany ends spy treaty with US, UK, in response to Snowden leaks

The German government has announced the termination of a Cold-War era surveillance cooperation treaty with the United States and the United Kingdom in response to revelations made by American defector Edward Snowden. Snowden, a former computer expert for the Central Intelligence Agency (CIA) and the National Security Agency (NSA), has been given political asylum in Russia. Earlier this summer, he told German newsmagazine Der Spiegel that the United States spies on the communications of Germany and other European Union countries with the same intensity it spies on China or Iraq. In an interview with British newspaper The Guardian, Snowden also revealed the existence of Project TEMPORA, operated by Britain’s foremost signals intelligence agency, the General Communications Headquarters (GCHQ). Snowden told the paper that GCHQ collected and stored massive quantities of foreign telephone call data and email messages, many of them from Germany, and shared them with its US counterpart, the NSA. On Friday, Germany’s Minister of Foreign Affairs, Guido Westerwelle, issued a statement saying that the government in Berlin had decided to scrap a longstanding surveillance cooperation agreement with Western countries in response to Snowden’s revelations. The agreement was signed in 1968 between the governments of West Germany, the US, UK, and France. It gave Western countries with military bases on West German soil the right to conduct surveillance operations in Germany in support of their military presence there. In the statement, Foreign Minister Westerwelle argued that the cancellation of the surveillance agreement was “a necessary and proper consequence of the recent debate about protecting personal privacy”. Scotland sees Nordic spy agencies as post-independence models

Government administrators in Scotland, which may soon become independent from the United Kingdom, are looking to possibly model their intelligence agencies after those of Scandinavian countries, according to sources. An agreement for an independence referendum, to be held in September 2014, was struck last year between the devolved Scottish Government and the British state. According to the agreement, residents of Scotland, which has been ruled by English-dominated Britain for over 700 years, will be asked whether they agree that the territory should form an independent country. In January of this year, Nicola Sturgeon, Deputy First Minister of Scotland, told the Scottish Parliament’s Committee on Foreign Affairs that an independent Scotland would have to build a domestic intelligence agency to combat security threats such as terrorism, organized crime and cyber attacks. Sturgeon, who is also Deputy Leader of the pro-independence Scottish National Party, opined that, even though a Scottish intelligence agency would serve the interests of the Scottish government and people, it would inevitably maintain “very close intelligence sharing with the rest of the UK”. But Committee members opposed to independence warned Sturgeon that Scottish intelligence agencies would have to prove that they were reliable and safe before they struck intelligence-sharing arrangements with British and American organizations. It appears that, in response to such criticisms, Scottish civil servants have initiated contacts with intelligence experts abroad, in an attempt to replicate the intelligence-agency model of Nordic countries. Australia fears Asia backlash over PRISM surveillance revelations

The government of Australia is concerned that American whistleblower Edward Snowden may leak classified information that could damage Australia’s relations with its Asian neighbors, including China and Malaysia. Early this month, Snowden, a former technical assistant for the United States Central Intelligence Agency (CIA), disclosed the existence of PRISM, a clandestine electronic surveillance program operated by the US National Security Agency (NSA). Information provided by Snowden to British newspaper The Guardian suggests that Washington routinely shares PRISM intelligence with Canada, New Zealand, the United Kingdom and Australia. These four countries, along with the United States, are signatories to the so-called UKUSA agreement, a multilateral accord for cooperation in signals intelligence (SIGINT) collection, which was established secretly in 1946. Australian media reported on Wednesday that the Australian Parliament’s Joint Committee on Intelligence and Security had been briefed by senior intelligence officials on Australia’s role in PRISM. The Sydney Morning Herald said that David Irvine, Director of the Australian Security Intelligence Organisation, and Ian McKenzie, who heads Australia’s Defence Signals Directorate, were among those who briefed the parliamentary Committee. Its members were reportedly told that the disclosures about PRISM were likely to damage Canberra’s relations with several Asian countries, in ways that are difficult to predict. One unidentified Australian intelligence official told The Herald that Snowden had “very wide access” to classified information held by the NSA, and that some of it probably includes “much detail of communications intelligence cooperation between the US and Australia”. Canada spy agency refused to notify Mounties about Russian agent

Canada’s main counterintelligence agency opted to keep secret from the Royal Canadian Mounted Police (RCMP) vital information about a Canadian naval officer who spied for Russia. Regular readers of this blog will be familiar with the case of Jeffrey Paul Delisle, a Sub-Lieutenant in the Royal Canadian Navy, who until 2011 was employed at Canada’s ultra-secure TRINITY communications center in Halifax. Delisle was arrested in January 2012 for passing information gathered from radio and radar signal interceptions to a foreign power, most likely Russia. In May of last year, it emerged that it was in fact the United States that alerted the Canadian Security Intelligence Service (CSIS) about Delisle’s espionage activities. What was supposed to happen next was that the CSIS —which is not a law enforcement agency— should have notified the RCMP of Delisle’s activities and requested his prompt arrest. Remarkably, however, the CSIS chose to keep the Delisle file concealed from the RCMP, ostensibly to prevent the possible exposure of intelligence sources and methods in open-court proceedings. The Canadian Press, which broke the story on Sunday, cited “numerous sources familiar with the Delisle case” in claiming that the CSIS’ refusal to request Delisle’s arrest “frustrated Washington”, which feared that the spy was routinely compromising United States secrets shared by America with its Canadian allies. So frustrated were the Americans, that the Federal Bureau of Investigation (FBI) sketched out a plan to lure Delisle onto US soil and arrest him there. Read more of this post

The 643-page tome, called Untangling the Web: A Guide to Internet Research (.pdf), has just been released by the NSA following a FOIA request filed in April by MuckRock, a site that charges fees to process public records for activists and others. Although the author’s name is redacted in the version released by the NSA, Muckrock’s FOIA indicates it was written by Robyn Winder and Charlie Speight.

Since its founding, the European Union has been building its own spy programs, often triggered by specific needs, in an ad-hoc manner, without strategy and without a coherent concept about their structure, methods, and people. But because they are technically not conducting covert operations, they simply deny being intelligence services.

Is US-Mexico anti-drug intelligence cooperation about to end?

Some senior American officials believe that the anti-drug intelligence cooperation between the United States and Mexico is in its closing stages, following tens of thousands of deaths in the past decade. Intelligence cooperation between the two countries reached unprecedented levels in the post-9/11 era, following the establishment of the US Office of the Director of National Intelligence (ODNI). In the past decade, cooperation between Mexico’s Center for Research and National Security (CISEN) and ODNI, as well as the Central Intelligence Agency, resulted in what some observers call “unprecedented bilateral action” directed against Latin American narcotics cartels. This arrangement culminated under the administration of Mexico’s President Felipe Calderón, when the CIA —and to a lesser extent the US Drug Enforcement Administration and the National Security Agency— were given unprecedented access to Mexican territory and civilian communications networks. However, in an extensive article published Sunday, The Washington Post says the close operational connection between Mexican and US intelligence agencies is quickly winding down. Citing interviews with over “four dozen current and former US and Mexican diplomats, law enforcement agents, military offices and intelligence officials”, the paper suggests that Mexico City is wary about Washington’s involvement in the so-called ‘war on drugs’. The major change on the Mexican side, says The Post, occurred last December with the inauguration of Mexico’s new President, Enrique Peña Nieto, of the Institutional Revolutionary Party (PRI), which has returned to power after 13 years in opposition. Under Nieto’s administration, the Mexican security establishment, worn out by over 60,000 deaths and as many as 25,000 forced disappearances in the past few years, is intent on shifting its priorities. Instead of focusing on so-called ‘beheading operations’ —arresting or otherwise neutralizing the leadership of drug cartels— it has decided to stabilize the situation by containing —rather than eliminating— the operations of drug networks. Pakistan secretly helped CIA drone strikes (act surprised)

For many years, Pakistan’s main spy agency secretly helped the United States launch hundreds of unmanned drone strikes on Pakistani soil, while the government in Islamabad publicly denounced them as infringements on its sovereignty. The US-based McClatchy news agency said on Tuesday it had uncovered the behind-the-scenes collaboration while reviewing “copies of top-secret US intelligence reports”. In an article published on its website, the news agency said the copies of the documents in its possession covered most of the unmanned drone strikes conducted on Pakistani soil by the US Central Intelligence Agency in the years 2006 to 2008 and 2010 to 2011. The documents allegedly show that nearly every strike had been approved by the Inter-Services Intelligence Directorate (ISI), Pakistan’s powerful spy agency run by the military. According to the McClatchy report, so close was the cooperation between the CIA and the ISI that the Pakistanis were even able to add some of their own targets to the CIA’s list of suspected militants for killing. This arrangement was arrived at during the early years of the administration of US President George W. Bush, when the bilateral cooperation between the two spy agencies reached its pinnacle. The report notes, however, that it is difficult to discern whether Pakistani civilian officials, who have been routinely denouncing the CIA unmanned drone strikes as illegal, have been aware of the full extent of the operational collusion between the ISI and the CIA. Technically, the ISI is supposed to operate under the control of Pakistan’s civilian leadership. In reality, however, the secretive intelligence agency is firmly under the control of the country’s military establishment. Read more of this post

Did the CIA exclude Israel from its extraordinary rendition program?

The most comprehensive non-classified account of the United States Central Intelligence Agency’s extraordinary rendition program has been published by a human-rights advocacy group. It details for the first time the fate of nearly 140 known targets of the controversial program, who were abducted by the CIA mostly during the administration of US President George W. Bush. Under the controversial program, individuals were systematically detained and transferred without due process to countries where the use of torture on prisoners was –in the words of the report– standard practice. The report, entitled Globalizing Torture: CIA Secret Detention and Extraordinary Rendition, was authored by Amrit Singh, formerly of the American Civil Liberties Union and currently senior legal officer at the National Security and Counterterrorism program at the Open Society Justice Initiative. It concludes that the CIA was able to build and maintain the program with significant assistance from 54 countries, including 13 in Africa, 14 in Asia and 25 in Europe. The long list of countries that willingly cooperated with the CIA’s extraordinary rendition practices includes Canada, Denmark, Australia, Finland, Mauritania, Romania and South Africa. It even includes countries that are known to have had tense relations with Washington in the past decade, such as Zimbabwe, Syria, Pakistan, Libya, and even Iran. Certainly, the Open Society Justice Initiative report points to the fact that it is both shortsighted and inaccurate to refer to the Bush administration’s post-9/11 extraordinary rendition program as “an American operation”. It was informed and supported at all levels by America’s North Atlantic Treaty Organization allies, as well as by many countries which, for one reason or another, wished to be on the good side of the US. But the list of complicit states is also interesting for what it doesn’t include. Most importantly, it doesn’t include Israel. Read more of this post

Would UK, USA, share intel with independent Scottish spy agencies?

Scotland plans to set up its own security and intelligence agencies if its people vote in favor of independence from the United Kingdom in 2014, according to policy planners. But critics contend that it might be some time before Scotland’s spy organizations are trusted by their sister intelligence agencies in Britain and the United States. The Scottish National Party (SNP) which won an absolute majority in the Scottish Parliament in the 2011 election, has put forward a plan for a referendum proposing Scotland’s full independence from the UK, to be held in late 2014. On Monday, the Scottish Parliament’s Committee on Foreign Affairs met in Edinburgh to conduct an official inquiry into the possible foreign policy implications of an independent Scotland. Nicola Sturgeon, the SNP’s Deputy Leader and Deputy First Minister of Scotland, told the Committee that an independent Scotland would have to build a domestic intelligence agency to combat security threats such as terrorism, organized crime and cyber attacks. She said the agency would serve the interests of the Scottish people and the Scottish government, but would maintain “very close intelligence sharing with the rest of the UK”. According to Sturgeon, given that Scotland shares “an island with the rest of the UK”, a Scottish domestic security service would inevitably find itself “sharing intelligence and sharing our response to some of these threats”. She also suggested that an independent nation of Scotland would have the option to establish an “external security service” modeled on Britain’s MI6, also known as the Secret Intelligence Service. But Committee members opposed to independence directed heavy criticism against the minister’s plans, arguing that the financial cost of replicating existing UK intelligence and security structures would be colossal. They also warned Sturgeon that Scottish intelligence agencies would have to prove that they were reliable and safe before they struck intelligence-sharing arrangements with British and American organizations. How did the US know that Syria was about to use chemical weapons?

Early last December, United States President Barack Obama issued a surprise warning to the government of Syria, saying that if it made “the tragic mistake” of using chemical weapons against rebel forces, there would be “immediate consequences”. Most observers took this as a clear indication that the US was prepared to intervene militarily in the ongoing Syrian civil war. Today, a month after Obama’s December ultimatum, one question is still in need of an official answer: namely, how did the United States come to suspect that the Syrians were contemplating using chemical weapons? An article by The New York Times‘ Eric Schmitt and Dave Sanger suggests that Washington was alarmed in late November by a tip-off from Israeli intelligence. According to The Times, the Israelis shared with officials at the US Department of Defense a series of satellite images showing Syrian government troops transporting tank-loads of chemicals to at least two storage sites along the country’s border with Jordan. The paper, which says it confirmed this information by speaking to “half a dozen military, intelligence and diplomatic officials”, claims that Syrian troops were ordered to load sarin nerve gas onto dozens of 500-pound bombs. The plan was for the bombs to be secretly transported by land to military air bases and from there onto planes, pending final approval by Syrian President Bashar al-Assad. According to the Israelis, the bombs could be airborne less than two hours after Assad’s order. By the time the information from the Israelis reached President Obama, American military commanders realized they had been caught by surprise, as there was no time to act in the two hours that it would take the Syrians to deploy the bombs. Swiss intelligence employee stole ‘millions’ of classified pages

Swiss authorities have warned Western intelligence agencies that their secrets may have been compromised by a disgruntled intelligence employee who stole “thousands or even millions of pages of classified material”. Citing “European national security sources”, Reuters said the employee at the center of the case worked for the NDB, Switzerland’s Federal Intelligence Service. He had been employed by NDB for eight years as a network technician with “full administrator rights” and had unrestricted access to the NDB’s computers, as well as to those of Switzerland’s Federal Department of Defense, under which the NDB operates. About a year ago, however, the unnamed technician apparently became disgruntled after his views on how to structure the NDB’s databases were allegedly sidelined or ignored. He eventually decided to use several portable hard drives to download countless classified documents from Swiss government servers and managed to carry them out of the office building where he worked, using a backpack. According to Swiss authorities, he intended to sell the classified information to foreign governments or black-market operatives. He was apprehended, however, after he tried to set up a numbered bank account with Swiss-based UBS bank, using what bank security officials described as “suspicious identification documentation”. MI5 official’s diaries reveal tensions between UK, US spy agencies

Newly declassified personal diaries belonging to a senior British intelligence official reveal tensions between British and American spy agencies in the years immediately following World War II. The National Archives, an executive agency operating under the United Kingdom’s Secretary of State for Justice, released the diaries on Friday. They belong to Guy Maynard Liddell, a longtime British intelligence operative who rose to the post of Deputy Director General of MI5, Britain’s domestic intelligence agency. Liddell meticulously kept a diary during most of the 1940s and 1950s, in which he detailed both personal information and details of his work at MI5. Two volumes of his diaries (from 1939 to 1945, edited by Nigel West) have already been published. Now a third installment has been declassified by the National Archives, containing Liddell’s diary entries from the late 1940s and 1950s. The diaries project what some intelligence historians describe as “a certain friction” between postwar British and American intelligence services. Even though the two countries were largely viewed as allies in the immediate postwar period, their respective intelligence agencies did not always see eye to eye. In one instance, Liddell describes his American colleagues as “utterly incapable […] of seeing anybody’s point of view except their own” and accuses them of being “quite ready to cut off their noses to spite their faces”. He also comes across as skeptical of the then-newly established Central Intelligence Agency, which, he writes, “someday” may be able to produce information that would be “worth disseminating, evaluating, or coordinating”. In 1947, shortly after the CIA’s founding, Liddell wrote with a degree of uncertainty that “in the course of time, [the Agency] may produce something of value”. Further on he relayed the opinion of CIA Deputy Director Edwin Kennedy Wright, who apparently told British intelligence officials that in American intelligence organizations “500 people were employed to do what 50 people would do” in the UK.
