Obama refuses to halt CIA probe. Arguing that “nobody’s above the law”, the US President has rejected a request by seven former heads of the CIA to end the inquiry into abuse of suspects held by the Agency.
Naval intel agent caught spying on famous Philippine artist. Philippine prizewinning poet, critic and dramatist Bienvenido Lumbera says he will file a complaint against the Philippines armed forces over the apprehension of a Naval Intelligence Security Force agent, who was caught spying outside his home. The country’s government is supposedly concentrating (with US logistical, intelligence and combat assistance) on fighting the Muslim separatist Moro ethnic group (including the Abu Sayyaf Group) in the south, but it is apparently spying on artists and intellectuals on the side.

Ex-President Carter says US knew about 2002 Venezuela coup

Former US President Jimmy Carter has said that the US was aware of plans for a 2002 military-civilian coup against the government of Venezuelan leader Hugo Chávez, and that it may have even provided assistance to the coup plotters. In an interview to Colombian newspaper El Tiempo, published yesterday, Carter said there was “no doubt that in 2002 the United States had at the very least full knowledge about the coup, and could even have been directly involved”. The coup attempt took place on April 11, 2002, when President Chávez was illegally detained by the coup plotters, who also dissolved the Venezuelan National Assembly and the Supreme Court, and voided the country’s Constitution. But the move ended in failure 47 hours later, after key sectors of the military and parts of the anti-government opposition refused to side with the coup leaders. Read more of this post

CIA to deploy in record numbers in Afghanistan

The CIA is preparing to deploy record numbers of operatives and analysts to Afghanistan, according to US officials with access to classified documents, who spoke on condition of anonymity to The Los Angeles Times. Some said that once the intelligence surge is over the CIA’s station at the US embassy in Kabul, Afghanistan, which coordinates CIA activity in the country, will be “among the largest in the agency’s history”, rivaling and perhaps even surpassing those in Iraq, and even in Vietnam in the late 1960s. By the end of 2001, the Agency’s presence in Afghanistan was limited to about 150 agents. This number had doubled by 2005, and current estimates place the CIA’s force in the country to about 700, a number which may double again, once the intelligence surge has reached its peak. Obama supports extending USA PATRIOT Act domestic spy provisions. The move confirms the US President’s support for the Act, whose warrantless communications monitoring provisions he approved with his Senate vote in 2008.
Poland jails alleged Belarusian spy. The man, known only as “Sergei M.” was sentenced Wednesday to five-and-a-half years in prison by a Warsaw district court for spying against Poland between 2005 and 2006. Meanwhile in Belarus four local army officers are still on trial, accused of spying for Poland.
Tolkien was trained as a British spy. Novelist JRR Tolkien, whose day occupation was in linguistics research, secretly trained as a British government spy in the run up to World War II, new documents have disclosed.

US defense analysts exaggerated Soviet aggressiveness and understated Moscow’s fears of a US first nuclear strike, according to a recently released study on Soviet Intentions: 1965-1985, prepared in 1995 by the Pentagon contractor BDM Corporation. The two-volume report, published earlier this week for the first time by the National Security Archive, is based on an extraordinarily revealing series of interviews with former senior Soviet defense officials, conducted during the final days of the Soviet Union. So, was it pirates or Israeli spies that intercepted a ship carrying Russian missiles? Several observers are beginning to think that Israeli intelligence intercepted or was otherwise involved in the interception of the Arctic Sea, a Russian ship that reportedly carried Russian missiles destined for either Iran or Hezbollah.
Trial of accused Palestinian spy begins in Israel. Rawi Sultani is accused of having informed Hezbollah of his membership in the same fitness club as the head of Israel’s military forces, Lieutenant-General Gabi Ashkenazi, in the town of Kfar Saba, as well methods of access into the club. Sultani says that the whole case is nonsense and that he doesn’t even know what Ashkenazi looks like.
Czech spies see Russians behind antiwar group’s actions. The Czech Security Information Service (BIS) is monitoring a billboard agency, which has given free advertising space to an antiwar group opposing the country’s participation in US missile defense shield plans. The US announced on Thursday that it plans to abandon the plans. Newspaper Aktuálně reported that BIS suspects Russian involvement. People in the Czech Republic are incapable of opposing US missile shield plans without Russian prompting, it appears.

A study by a Brookings Institution analyst says the “unprecedented” level of importance given to the President’s Daily Brief (PDB) by George W. Bush skewed his administration’s policy decisions after 9/11 and had negative consequences for the US intelligence community. The PDB arrives at the US President’s desk every morning with highly classified summaries of the latest findings from America’s intelligence community. The importance given to the PDB, whose contents are often highly speculative or unprocessed, varies with Presidents. But Kenneth Lieberthal, former National Security Council staffer in the Bill Clinton administration and senior fellow at Brookings, says the Bush cabinet overwhelmingly relied on the PDB to make policy decisions, which were often based on information that lacked substantial analysis. Somali pirates have spies in London shipbroking. A report compiled by European military intelligence agencies says that Somali pirates operating in the Gulf of Aden and more recently the Indian Ocean have well-placed informers in London, a world center for shipbroking and maritime insurance. They also regularly use satellite phones and GPS tracking systems to zero in on their targets.
Canada denies entry visa to Russian official due to KGB ties. Mikhail Margelov, who heads the foreign affairs committee of the Russian parliament, was invited to participate in the Inter-Parliamentary Forum of the Americas (FIPA) in Ottawa. But upon applying for an entry visa he was warned it could be denied because of his KGB ties. Observers say this episode may be indicative of a shift in Russo-Canadian relations.

Total US intelligence budget revealed for the first time

The US Director of National Intelligence, Admiral Dennis Blair, has revealed the total amount of America’s military and civilian intelligence budget for the first time in history. Blair, who oversees all 16 American intelligence agencies, said the country’s intelligence program costs $75 billion annually. This number includes funds for military intelligence agencies, which have previously been classified. Speaking to reporters on Tuesday, Blair argued that the “old distinction between military and non-military intelligence is no longer relevant”. The DNI was referring to the traditional budgetary distinction between the Military Intelligence Program (MIP) and the National (civilian) Intelligence Program (NIP), which make up the US intelligence budget. Fatah dismisses spy chief in West Bank. Palestinian President Mahmoud Abbas has dismissed Palestinian General Intelligence Chief Mohammad Abu Assam. The dismissal appears to be part of a broader plan to unify the Palestinian Preventive Security Service and the General Intelligence Service, who have been fighting a notorious turf war for several years.
Indian Intelligence Bureau wants to block all VOIP Services. India’s Intelligence Bureau has instructed the country’s communications ministry to block all VOIP (internet-based) calls in the country until it figures out a mechanism to track them. It has also said it wants access to the content of all mobile phone calls in the country. Indian security agencies have been struggling with this issue since the 2008 Mumbai attacks, after it emerged that the attackers used VOIP software to communicate with the their handlers.
Is Afghan President’s brother a US informant? There is speculation that Ahmed Wali Karzai, notorious drug lord and younger brother of Afghan President Hamid Karzai, is in fact an informant for US intelligence agencies. It true, this would explain why he has been allowed by US agencies to operate freely in the country.

Comment: Daring US Raid in Somalia is Risky Policy

The political aftereffect of a recent raid by US Special Forces in southern Somalia may be more significant than its outcome. The operation, which took place in the early hours of Monday, killed a number of al-Qaeda-linked militants and captured at least two, according to local witnesses. Unnamed US officials said that among the dead is Saleh Ali Nabhan, a 30-year-old Kenyan al-Qaeda operative who is said to have participated in the 2002 attack on an Israeli-owned resort in his homeland, among other acts. French former spy wanted in Dubai to be tried in Florida

A French former spy who escaped secretly from the United Arab Emirates, where he is wanted for fraud and embezzlement, will face trial in the US, where he currently resides. Herve Jaubert left Direction Générale de la Sécurité Extérieure (DGSE), France’s foreign intelligence agency, in 1993, to pursue a career in the luxury tourist market, first in Florida and then in Dubai. But less than a year ago, Emirates authorities accused the Frenchman of embezzling nearly $4 million from Dubai World, a company he helped found in the country. Jaubert says he was threatened with torture by Emirates authorities and decided to escape, despite having been forced to surrender his French passport. He allegedly left the country using an inflatable rubber dinghy to reach a sailboat located just outside UAE territorial waters, which he then used to sail to India. Read more of this post

Gaddafi’s son employed former spies’ firm to research PhD thesis

One of Libyan ruler Muammar al-Gaddafi’s seven sons employed a firm staffed by former British intelligence agents to carry out research for his PhD thesis. Saif al-Islam al-Gaddafi, 37, who is seen as the leading candidate to succeed his father, recently submitted his doctoral thesis at the London School of Economics, where he was a PhD candidate for four years. A preliminary note in his thesis, which is now available at the Senate House library of the University of London, reveals that he employed the Monitor Group, a research and consultancy company that includes at least two well-known former British spies among its ranks, to conduct interviews required for his thesis. CIA invests with low-power Wi-Fi company. The CIA’s investment arm, In-Q-Tel, has announced a strategic investment and technology development agreement with GainSpan. The company makes single-chip wireless sensor networks and other embedded applications, with the aim of enabling portable devices to run for up to 10 years on a single AA battery. In-Q-Tel has invested with more than 140 companies in recent years, including relatively unknown software startups Lingotek and Lucid Imagination.
Indian spies released from Pakistani prison seek compensation. Three Indian intelligence agents, who were in recent years released from captivity in Pakistani jails, have said that the Indian government has not honored its commitment to take care of them and their families.

Lawsuit halted in 15-year-old CIA wiretap case

A lawsuit against an alleged illegal wiretap operation by the CIA, which was initially filed 15 years ago, was put on hold late last week by a US federal appeals court. The court imposed the temporary hold in an apparent disagreement with US District Judge Royce Lamberth, who last July said CIA attorneys committed fraud in alleging that US national security would be threatened if details of the lawsuit were openly discussed. Judge Lamberth ruled that the CIA had kept the case secret for years in order to avoid embarrassment. But the appeals court appears to have accepted the CIA’s claim that discussing the case openly will reveal operational secrets and harm US national security. A simultaneous decision by the appeals court to order the government to grant security clearances to lawyers on both sides of the argument probably means that the case, which briefly surfaced last July after Judge Lamberth’s decision to reveal it to the public, will disappear once again under the “state secrets” clause.
