CIA declassifies 1978 Camp David Accord files

The United States Central Intelligence Agency has declassified 1,400 pages of intelligence files relating to the Camp David Accords, the historic peace treaty between Egypt and Israel, which was signed in 1978. The treaty, the first between Israel and an Arab country, was signed on September 17, following thirteen days of high-level negotiations between Egypt and Isarel at the Camp David presidential retreat in the US state of Maryland. The two signatories were Egyptian President Anwar Sadat and Israeli Prime Minister Menachem Begin. The high-level summit was hosted by US President Jimmy Carter. All three heads of state were awarded the Nobel Peace Prize later that year, which they shared for helping bring about the first peace treaty between an Arab nation and Israel. The 250 previously classified documents on the Accords, which were released by the CIA earlier this week, date from January 1977 to March 1979. They include comprehensive political assessments and personality profiles of President Sadat, Prime Minister Begin, and other key personalities participating at the summit, which were given to President Carter to read before the meeting. One of the documents refers to a meeting between Carter and CIA analysts at the Agency’s headquarters in August 1978, during which the American President was coached about how to negotiate with the two Middle Eastern leaders. Or, as the document puts it, Carter was “steeped in the personalities of Begin and Sadat”. The papers also include declassified transcripts of meetings of the US National Security Council, in which the Accords were discussed. Read more of this post

Ex-Mossad officer says US promised to free Israeli spy Pollard

An Israeli former intelligence officer says Israel was promised by the United States that Jonathan Jay Pollard, a convicted spy who betrayed American secrets to Israel in the 1980s, would be freed after 10 years. Rafi Eitan is an Israeli politician, former cabinet minister, and a veteran officer of the Mossad, Israel’s covert-action agency. In 1985, he resigned from the Mossad after assuming responsibility for the loss of Pollard, a United States Navy intelligence analyst who spied for Israel in exchange for money. Pollard, who acquired Israeli citizenship in 1995, has so far served 28 years of a life sentence in a US prison. Many in US counterintelligence consider him one of the most damaging double spies in American history. But he is widely viewed as a hero in Israel, where many conservative Israelis, as well as pro-Israel Americans, are actively pressuring the US administration of President Barack Obama to release him. On Monday, Eitan spoke to Israeli Army Radio on the Hebrew calendar anniversary of Pollard’s 1985 arrest by the Federal Bureau of Investigation. He said in the interview that he had been asked by the Israeli government to appear in Pollard’s trial as his intelligence handler and cooperate with US government prosecutors’ efforts to convict Pollard. According to the former Mossad officer, a backroom deal had been reached between the United States and Israel, whereby Pollard would serve no more than a decade in prison in return for full cooperation with the FBI. However, said Eitan, when the time came for Pollard’s release, the United States “denied there had been a deal”, while the Israeli government failed to protest strongly enough in favor of Pollard’s release. Asked by the interviewer why he thought Washington had reneged on the alleged deal, Eitan said that the Americans displayed “a desire for revenge —to say: ‘you [Israel] were a friendly [country]  and look what you did. So now we will show you’”. The Mossad veteran added that he deeply regretted having helped incriminate Pollard, but is now devoting the final years of his live to help the convicted spy campaign for his release. ►►UK spies hacked Belgian phone company using fake LinkedIn page. British spies hacked into the routers and networks of a Belgian telecommunications company Belgacom by tricking its telecom engineers into clicking on malicious LinkedIn and Slashdot pages, according to documents released by NSA whistleblower Edward Snowden. The primary aim, reports the German newsmagazine Der Spiegel, which obtained the documents, was to compromise the GRX router system that BICS controlled, in order to intercept mobile phone traffic that got transmitted by the router.
►►Indonesian hackers behind attack on Australian spy service website. Indonesian hackers are believed to have brought down the website of the Australian Secret Intelligence Service, Australia’s leading spy agency. The page was not working on Monday afternoon after hackers launched a “denial of service” attack. A “404 not found” message typically appears when a website crashes under a “denial of service” attack. The cyber attack is reportedly a response to revelations that Australia had been spying on its closest neighbor through its Jakarta embassy.
►►Hamas blasts alleged Mossad website. Hamas officials released a warning about a website called Holol (“solutions”), claiming it is a ruse set up by Israel’s Mossad intelligence agency to recruit Gazans as informants. The website’s “Employment” page states, “due to our connections with the Israeli Civil Administration, we can help you bypass the bureaucratic tape and procedural processes which prevent you from leaving Gaza”. The site also offers Israeli medical assistance, “due to connections with the Ministry of Health and the Israeli Civil Administration”. Palestinians interested in contacting the website’s officials are asked to provide their full name, telephone number, email, topic of inquiry, and an explanation of why they are asking for help. Last month, Lebanese group Hezbollah accused the Mossad of being behind a website seeking information on Hezbollah’s intelligence wing.

Ship carrying 20,000 Kalashnikov rifles seized in Greece

The Hellenic Coast Guard in Greece has seized a cargo ship carrying explosives, ammunition, and about 20,000 Kalashnikov assault rifles, allegedly bound for Syria or Libya. The Associated Press quoted an anonymous official from the Greek Ministry of Mercantile Marine, who said that the ship, Nour-M, is flagged under Sierra Leone and set sail from Ukraine early last week. It was intercepted on Friday while passing through Greek territorial waters, near the Aegean island of Symi. Upon inspection, it was found to be carrying thousands of AK-47s, as well as ammunition and an undisclosed quantity of explosives. As the ship’s documentation did not mention the highly irregular cargo, the Greek authorities decided to escort the vessel to the eastern Aegean island of Rhodes, where it remains under Coast Guard protection. The ship’s crew of three Turkish nationals, including the captain, and three Indian nationals, have been arrested. Interestingly, some maritime transportation databases state the vessel’s destination port as Tartus in Syria, while others suggest it was headed to Tripoli in Libya. Adding to the perplexity of the case, the ship’s Turkish captain told Greek authorities that his destination port was Iskenderun in Turkey. The Greek government has refused to give details about the ship’s itinerary, stating simply that “the exact destination of the arms and ammunition has yet to be verified”, while no precise information has been provided about Nour-M’s cargo. There are unconfirmed reports, however, that, in the past, the same vessel has troubled international maritime authorities, who suspect its captain of involvement in international narcotics smuggling. On Friday, the Reuters news agency aired an insightful analysis on the strong connection between the political chaos that rains in the Middle East and North Africa and the increase in smuggling activity across the Mediterranean. Saudi Arabia closer than Iran to acquiring nukes, BBC reports

Saudi Arabia is able to obtain atomic bombs “at will” through a secret pact with Pakistan, and can acquire nuclear weapons far quicker than Iran, according to the BBC. On Wednesday, the British broadcaster’s flagship Newsnight television program cited “a senior decision maker” at the North Atlantic Treaty Organization, in claiming that Pakistan had already built nuclear weapons ordered by Saudi Arabia. The weapons, which include “finished warheads” that can be affixed on long-range missiles, “are now sitting ready for delivery” as soon as Riyadh asks for them, according to the BBC. The program’s producers spoke to an unnamed “senior Pakistani official” who allegedly confirmed in general terms the secret agreement between Saudi Arabia and Pakistan. The pact is said to require the Pakistanis to build and maintain a nuclear arsenal for use by the oil kingdom. Another Pakistani source, identified by Newsnight as “a one-time intelligence officer”, told the program that Pakistan maintained “a certain number of warheads” and that “if the Saudis were to ask for them at any given time they would immediately be transferred”. Newsnight’s diplomatic and defense editor, Mark Urban, wrote on the BBC website that Pakistan may already have transferred several Shaheen ballistic missiles to Saudi Arabia, in preparation for delivering nuclear warheads later on. This is not the first time such allegations have surfaced in public, though it is rare for Pakistani intelligence insiders to be quoted in such reports. Claims of a Saudi-Pakistani nuclear pact have been circulating in diplomatic circles since the mid-1990s, with some sources suggesting that the Saudis funded the Pakistani nuclear weapons program in exchange for access to nuclear warheads. Arafat ‘may have been poisoned’, claims Swiss forensic report

A forensic investigation by Swiss researchers into the death of Yasser Arafat states that the data “moderately suggests” that the Palestinian statesman may have been poisoned with a deadly radioactive substance. The founder of Palestinian nationalist group Fatah, who led the Palestine Liberation Organization for over three decades before becoming the first president of the Palestinian Authority, passed away in November 2004 at the Percy military hospital in Paris, France. His official records indicate that he died from a stroke, which he suffered as a result of a blood disorder known as disseminated intravascular coagulation. However, a year-long investigation by a team of forensic pathologists at the Vaudois University Hospital Centre in Lausanne, Switzerland, suggests that the late Palestinian leader is likely to have been poisoned with radioactive polonium. According to the results of the study, published by Qatari news channel Al Jazeera, tests on Arafat’s bones and on soil samples from around his corpse, showed “unexpected high activity” of polonium 210. Traces of the same substance were discovered on the personal artifacts that Arafat used during his final days while in hospital in Paris. According to the study, some of the Fatah leader’s personal belongings, including his underwear and his toothbrush, contained levels of polonium that were as many as ten times higher than those in random samples used as control subjects in the study. The BBC spoke to Dr. Paddy Regan, of the University of Surrey, United Kingdom, who specializes in the detection and measurement of radiation. He said the Swiss study had delivered “a pretty strong statement” in support of the theory that Arafat was poisoned. Read more of this post

Revealed: North Korean leader’s aunt defected to the US in 1998

The maternal aunt of North Korean leader Kim Jong-un secretly defected to the United States with her husband in 1998, a South Korean newspaper has alleged. Ko Yong-suk is the younger sister of the North Korean supreme leader’s mother, Ko Yong-hui, who died of breast cancer in 2004, aged 51. As a young man, Kim studied at the prestigious International School in Berne, Switzerland, from 1996 to 2001. Along with him, the North Korean government sent to Switzerland his aunt and her husband, ostensibly to look after him. However, Ko and her husband vanished without trace in early May 1998. It was generally assumed that they had been recalled back to Pyongyang by the North Korean regime. But on Tuesday, a report in South Korea’s JoongAng Daily said that the couple secretly visited the United States embassy in Geneva and requested political asylum. The paper cited a former “senior official” in South Korea’s National Intelligence Service (NIS), who was privy to the information about the couple’s defection. It also cited an unnamed South Koran diplomat who was stationed in Berne at the time of the alleged defection. The former NIS official told JoongAng that Washington granted Ko and her husband asylum and spirited them away to an American military base in Frankfurt, Germany. There they were debriefed before being flown to the United States. The official said that the two defectors underwent months of questioning about the inner circle of North Korea’s ruling elite. The NIS source told the South Korean paper that, at the end of that process, the couple underwent “cosmetic surgery to conceal their identities” before being given new names by the US government. Is the NSA spying on senior Israeli government officials?

A series of hard-hitting revelations by Edward Snowden, a former contractor for the United States National Security Agency, have tested America’s relationship with a host of allied nations in recent months. Last week, Malaysia and Indonesia were added to the list of countries whose leaders were allegedly spied on by the US agency tasked with communications interception. Germany, Brazil, France and Greece, all of them American allies, are also said to be included on the list of NSA targets. One US partner, however, has been markedly absent from Snowden’s revelations: Israel. The Jewish state, which is routinely described as America’s strongest ally in the Middle East, has rarely been mentioned in Snowden’s sensational leaks. This changed slightly last weekend, when The New York Times published a lengthy piece describing Israel as “an important NSA target”. Based on information provided by the self-styled American whistleblower, who has been offered political asylum in Russia, the paper said Washington’s intelligence relationship with Tel Aviv is complex. The Times confirmed previous reports, which suggest that the NSA shares raw intercepted data with Israeli intelligence. According to a 2009 agreement between the NSA and its Israeli counterpart, the Israel SIGINT National Unit (ISNU), the American side provides the Israelis with raw intercepts, which often contain telephone and email data belonging to American citizens. The Israelis probably do the same in return, though one document seen by British newspaper The Guardian alleges that the sharing agreement as is “tilted heavily in favor of Israeli security concerns”. At the same time, while the NSA and ISNU collaborate, they also spy on each other. The Times noted that the American signals intelligence agency is tracking a host of “high priority Israeli military targets” on a routine basis. These include Israel’s drone aircraft systems (see photo), as well as the Jewish state’s Black Sparrow medium-range air-launched ballistic missile system. FBI investigates Russian cultural center for alleged intelligence links

Authorities in the United States are probing a cultural exchange program run by the Russian government, on suspicion that it clandestinely recruited Americans as intelligence assets. Last week, Mother Jones magazine reported that agents from the Federal Bureau of Investigation had been interviewing American citizens who participated in the Rossotrudnichestvo exchange program. The program, which is operated by the Russian Centre for Science and Culture in Washington, DC, has sent approximately 130 Americans to Russia since 2001. Headquartered in northwest Washington, the Centre facilitates cultural programs and Russian-language lessons for a nominal cost. Many of the Americans who joined the Rossotrudnichestvo exchange program over the years were invited to travel to Russia in groups of 20 to 25. Most were graduate students, private-sector executives, political campaign staff, or workers in nonprofit organizations. They had their travel expenses, including transportation, lodging and meals, paid by the Russian government. During their trips to Russia, which customarily lasted for around 10 days, they stayed in expensive resorts and regularly met with officials from the Russian government. The American newsmagazine said that the FBI seems to be especially interested in Yury Zaytsev, a Russian government official who runs the Rossotrudnichestvo exchange program and is also Director of the Russian Centre for Science and Culture. ►►Expert says Australia spies for the United States. Intelligence expert Professor Des Ball claims Australia is playing a role in America’s intelligence networks by monitoring vast swathes of the Asia Pacific region and feeding information to the US. Dr. Ball says the Australian Signals Directorate –formerly known as the Defence Signals Directorate– is sharing information with the National Security Agency (NSA). He adds that Australia has four key facilities that are part of the XKeyscore program, the NSA’s controversial computer system that searches and analyses vast amounts of internet data.
►►Canada silent on allegations of spying. A spokeswoman for Communications Security Establishment Canada has refused to comment on allegations that the agency mounts foreign operations through Canada’s embassies abroad. German magazine Der Spiegel says Canada is using diplomatic facilities to support surveillance operations in league with key allies the United States, Britain and Australia. The German newsmagazine indicates the Canadian spy agency hosts “Stateroom” sites —a term for covert signals-intelligence gathering bases hidden in consulates and embassies.
►►Russia denies spying on G20 leaders during summit. Russia has denied reports it attempted to spy on foreign powers meeting at the G20 summit in St Petersburg earlier this year, denouncing the allegations as a “clear attempt to divert attention” from revelations concerning the United States’ National Security Agency. Two Italian newspapers claimed on Tuesday that USB flash drives and cables to charge mobile phones that were given to delegates —including heads of state— at the September meeting were equipped with technology to retrieve data from computers and telephones.

Mysterious website seeks intelligence on Hezbollah operatives

Intelligence circles in the Middle East are abuzz with news of a mysterious website that appears to offer substantial financial rewards in exchange for information about alleged members of militant group Hezbollah. The website, located at stop910.com, describes its mission as helping end “Hezbollah-perpetrated terrorism in Lebanon and abroad”. It specifically targets the Lebanese group’s Unit 910, believed to be tasked with international operations, including intelligence gathering from around the world. Hezbollah is a Shiite militant group and political party that controls large swathes of Lebanese territory. It was founded in 1985 in response to the invasion of southern Lebanon by the Israel Defense Forces. It is largely funded by Iran and in recent years has come out in support of the Syrian government in the ongoing Syrian Civil War. Much of the stop910.com website consists of dozens of photographs of alleged Hezbollah operatives. Some are identified by name or alias, but the website asks for further information on them, including their real name, primary residence and telephone numbers or email accounts associated with them. Other photographs show images of unidentified individuals, whom the website describes as suspects known to be members of Hezbollah’s Unit 910. Next to each photograph, the website provides an allegedly secure link, which visitors can use to upload information and request payment. The website, which is currently blocked by most Lebanese Internet service providers, claims to represent an alliance of Western intelligence organizations. But McClatchy Newspapers contacted two Western intelligence officials who said the website was almost certainly an Israeli effort to gather information on Hezbollah activities. The United States-based news agency said it spoke to an unnamed “official based in Beirut […], who works for a European intelligence service”. Read more of this post

US surveillance or Merkel’s phone prompts angry German reaction

News of an invasive intelligence-gathering operation by the United States, which allegedly targeted the official communications of German chancellor Angela Merkel, has prompted angry responses from the European Union. The news prompted the French government to request that US surveillance of European heads of state be discussed during an upcoming EU summit, while The New York Times warned yesterday that “invasive American intelligence gathering” against Europe could “severely damage […] decades of hard-won trans-Atlantic trust”. The latest row between Washington and Brussels was sparked by a report aired on ARD, Germany’s state television station. It said that the National Security Agency (NSA), America’s foremost communications interception agency, had monitored the official cellular telephone of German Chancellor Angela Merkel. A spokesperson for the German government told journalists yesterday that the German leader had “angrily” called US President Barack Obama and demanded assurances that her communications were “not the target of an American intelligence tap”. The German leader reportedly told Mr. Obama that there should be “no such surveillance of the communications of a head of government” belonging to a “friend and partner of the US”. The Times reported that Washington’s responded by assuring Chancellor Merkel that her communications were “not the target of current surveillance and would not be in the future”. But the White House is said to have refused to enter into a discussion of past interception activities. Mrs. Merkel’s telephone call was the second time in less than two days that Mr. Obama had to provide assurances of privacy to a European head of state. Read more of this post

►►Russian spy agency seeks to expand internet surveillance. Under an order drafted by Russia’s Communications Ministry, communications service providers would have to install equipment that would record and save all internet traffic for at least 12 hours and grant the security services exclusive access to the data. The draft order, made public on Monday, has been drafted with the help of the Federal Security Service (FSB), the successor to the Soviet-era KGB spy agency. It would take effect in July if it receives final government approval.
►►World War I spy Mata Hari’s birthplace gutted by fire. A fire in the Netherlands has gutted the birthplace of exotic dancer and World War I spy Mata Hari, Dutch media said on Sunday. Mata Hari was born as Margaretha Geertruida Zelle on August 7, 1876, the daughter of a local shopkeeper. She was arrested and executed by firing squad in October 1917, aged 41, after being accused of being a German spy during the First World War. The fire consumed the hair salon that now occupies the place of Mata Hari’s birth, the only remainder untouched by the flames was a small statuette of her dancing, erected outside the shop.
►►Luxembourg PM survives spy scandal in elections. Luxembourg’s Christian Democrat party of long-serving Prime Minister Jean-Claude Juncker easily remained the biggest party and the first choice to form a new coalition government following yesterday’s elections. Luxembourg was shocked into snap elections this summer after Juncker failed to contain a spying scandal centering on allegations of eavesdropping and wiretapping on politicians, and the keeping of files on ordinary citizens and leading figures dating back to the Cold War.

Revealed: NSA spied on millions of French, Mexican phone calls

The United States has been spying on millions of private telephone communications in France and Mexico, and even managed to hack into the Mexican president’s personal email account, according to media reports from France and Germany. French newspaper Le Monde said on Monday that France has been targeted for years by the US National Security Agency (NSA). The NSA, America’s largest intelligence agency, is tasked with intercepting communications messages from around the world. The newspaper alleged that most targets of the NSA’s interception have no links to terrorism; instead, the US target list is primarily focused on “high-profile individuals in the politics and business domains”. Le Monde said it acquired the information on the NSA operations in France from former NSA and Central Intelligence Agency technical expert Edward Snowden. Snowden defected from the US last summer and is currently living in Russia, were he has been offered political asylum. According to the French daily, over 70 million French telephone exchanges were intercepted by the NSA between December 10, 2012, and January 8, 2013, under an NSA collection program codenamed US-985D. The number represents over 2.5 million intercepted telephone calls per day in France. Another report, which appeared in German newsmagazine Der Spiegel, claimed that the NSA targeted the email communications of the Mexican government, and managed to hack personal email accounts belonging to numerous senior Mexican government officials. The article, which appeared on Sunday, said that the American signals intelligence agency had implemented Operation FLATLIQUID, which aimed at exploiting mail servers used by senior government officials in Mexico. Turkey ‘disclosed identities of Mossad spies’ operating in Iran

The government of Turkey disclosed to Iranian counterintelligence the identities of Mossad spies operating in Iran, according to the Washington Post. The newspaper’s associate editor, David Ignatius, cited “knowledgeable sources” on Thursday, in claiming that up to 10 spies were captured as a result of the Turkish disclosure. The alleged spies, who are all Iranian citizens, are said to have been operating inside Iran on behalf of Israel’s foremost external intelligence agency. Ignatius said the Turkish action, which appears to have been authorized by Turkey’s Prime Minister, Recep Tayyip Erdoğan, resulted in a “significant loss of intelligence” for the Mossad’s Iran office. Turkey and Israel forged strong bilateral ties in the 1990s and early 2000s. But they fell out in dramatic fashion in May of 2010, when Israel attacked a convoy of civilian ships in international water. The ships, known as the “Gaza Freedom Flotilla”, were carrying humanitarian aid and construction materials to the Gaza Strip. But Israel claimed that the ships’ pronounced intention to break the Israeli-Egyptian blockade of the Gaza Strip, was an affront to Israel’s national security and subverted Israeli political jurisdiction, expressed through the blockade. The attack on the flotilla by Israeli commandos resulted in the death of 10 Turkish civilians, one of whom was also an American citizen. Following the Israeli attack, Turkey recalled its ambassador to the Jewish state, terminated several joint military projects with Israel, and called an emergency meeting of the United Nations Security Council.
